That's one of the problems: Outside tribal structures, there's no such thing as group punishment: In normal countries, you don't connect 'communities', but individual households that don't pay bills, no matter who they are. And you don't pay bribes to stay connected without paying.

I had a problem with that when I worked there because I was in an area that did not pay bills regularly and so I was heavily hit with the energy restrictions even though I had no unpayed bills, but that is a problem with their system and cannot be painted as a bias against Serbs.
I can even remember a day when KEK showed up to disconnect the electric at the US Police headquarters because it was 2 months late and they had to pay it that day, so this "unfair" persecution of Serbs who had not paid bills for 10 years is nothing but bull.

Agim the point is here that these people are not getting services whether they pay their bills or not.

What do you think should be done about that?

Unpayed bills in Pristina? Unbelievable! And I thought, according to many of the comments here, only the Serbs don't pay their energy bills, and that's why KEK turns off their electricity ;-)

Curious as to where you have ever seen a post that it is only Serbians who do not pay their bills, all the arguments that I have seen have been that they have been disconnecting Albanians electricity for years for nonpayment and that just because they are Serbian does not make a difference. For many years it was not an option to disconnect the Serbian communities for nonpayment while doing so the Albanian communities.

At least be truthful in your comments. I would say you will spend a lot of time researching to come up with more than 1 or 2 isolated comments that it is only Serbians who do not pay their bills.

Serbia can take credit for some of the problems: "As a result of obstruction from Serbia, Kosovo’s electricity transmission system operator (KOSTT) continues to find it difficult to participate as an equal partner in regional commercial mechanisms. Losses incurred as a result are passed on to consumers. KOSTT has filed a complaint against EMS (the Serbian Transmission System Operator) with the Energy Community Secretariat. The Energy Community Secretariat; in its preliminary view, considers that EMS ‘failed to fulfil its obligations under the Energy Community Treaty. ..." http://www.energy-community.org/portal/page/portal/ENC_HOME/ENERGY_COMMUNITY/Profiles/UNMIK/Enlargement/EU%20Process%20report%202010

Warning: Qatar can send 2000 recognitions but these aren't worth as much as what they need from Gazprom. Ultimately they will drink that one earlier or later and feel warmer.

As long as the money is spent on new recognitions and the pockets of mafioso Tuchi and co. are filed, who cares about being cold and not having enough food for citizens and their children. Somebody mention in one of the previous posts the other day. “Albanians are first Albanians then humans.” How true.

You would think or hope that the internationals would bring pressure to bear on local authorities to ensure this doesn't happen.

The cold kills old people and there is still quite a lot of cold weather to come.

It was better than this - or certainly no worse - in 1999, straight after the bombing. What have you people done with the EUR 500 billion of aid that was meant to go into rehabilitating the energy sector? Kosovo has become a failed state before it was even a state - what a complete waste of international money and effort.
