She added that the Serbian Medical Society could never propose measures to counter healthcare corruption, given the “voluntary nature of the organization which has no imperative jurisdiction over the subject”.“Serbia lacks legislative measures to fight healthcare corruption and set the top value of ‘gifts’ healthcare workers are entitled to receive from their patients”, Bjelogrlić argued.
She explained that such gifts should not exceed ‘an average value’, without giving precise estimates of the average.
“The State set gift boundaries only for its officials, while the healthcare department left the matter in the hands of its workers and their ethics”, she concluded.
