High International Representative in Bosnia Valentin Inzko "accuses leaders of six political parties" for the country's stagnation in his new report. This is according to local media in Bosnia, who also claim that the document, to be submitted to the UN on November 5, accuses the politicians because of the failure to adopt the budget. International rep "blames Bosnian politicians" Inzko would not confirm the content of his report for the media, and said he did not wish to make any comments until the document had been officially presented. Sarajevo daily Dnevni Avaz, however, writes that leaders of the SDP, SNSD, SDA, SDS, HDZ BiH and HDZ 1990 parties are blamed for the fact Bosnia is yet to form the Council of Ministers. According to this article, Inzko stated in his report that opposition from the two entities, "especially from the Serb Republic", prevented "an adequate state budget" from being adopted. The Serb entity is also accused of "continuing to combine legal and political activities that bring into question the state institutions, competencies and laws, as well as the authority of the high representative and UNSC resolutions". "Although the RS National Assembly on June 1 revoked a decision to hold a referendum, announced on April 13, the controversial conclusions remain problematic," Dnevni Avaz writes. According to the newspaper, the document further states that two Croat parties - HDZ BiH and HDZ 1990 - "continue to exert pressure for a third entity to be formed in Bosnia-Herzegovina, which additionally complicates the situation". The post-war Bosnia is made up of the Serb Republic (RS), and the Muslim-Croat Federation.

Inzko would not confirm the content of his report for the media, and said he did not wish to make any comments until the document had been officially presented.

Sarajevo daily Dnevni Avaz, however, writes that leaders of the SDP, SNSD, SDA, SDS, HDZ BiH and HDZ 1990 parties are blamed for the fact Bosnia is yet to form the Council of Ministers.

According to this article, Inzko stated in his report that opposition from the two entities, "especially from the Serb Republic", prevented "an adequate state budget" from being adopted.
