EU: There will be consequences

At the summit in Brussels, EU leaders will call on Belgrade and Pristina to calm tensions, hold elections, implement the Agreement on the Road to Normalization and form the CSM.

The leaders warn that the lack of de-escalation "will have consequences" and that both sides risk missing "important opportunities on the road to the EU" if they do not implement the agreements reached without conditions and delay.

In the text of the conclusions, which could be supplemented by Thursday, it is stated that EU leaders are deeply concerned about the security situation in the north of Kosovo.

"We strongly condemn the violent attack on the Kosovo police on September 24, 2023. The European Union expects the perpetrators to be arrested and quickly brought to justice, and Serbia to fully cooperate and take all necessary steps," reads the text of the draft conclusion of the European Council, in which RTS had insight.

EU leaders demand from Belgrade and Pristina "permanent work" on de-escalation, especially on holding new elections in the north of Kosovo "as soon as possible", with the active participation of Kosovo Serbs. It is emphasized that the lack of engagement in calming tensions "will have consequences". In the draft conclusions, EU leaders express regret that the two sides have not implemented the Agreement on the Road to Normalization and the Annex on Implementation.

"We call on Kosovo and Serbia to implement the Agreement and the annex without delay and preconditions, including the establishment of a Community of Municipalities with a Serbian majority. The normalization of relations is an essential condition on the European path of both parties and both risk losing important opportunities if there is no progress," the draft states conclusions that EU leaders should adopt at a two-day summit on October 26 and 27 in Brussels.
