Ban Ki-moon is awaiting the mediating Troika’s report on the failed Kosovo talks. The United Nations secretary general expects the report to show that no compromise was reached between Serbia and the Kosovo Albanians. Ban expecting negative report “As far as I understand, the final round of talks did not bear any concrete results,” Ban said. “It is very probable that I will receive a report on December 10 that will inform me that no agreement was reached. That is why I will have to coordinate and discuss this problem very carefully with the Security Council,” Ban said. Foreign Minister Vuk Jeremic will be meeting with Ban today. Vuk Jeremic is visiting New York ahead of submission of the Troika report to the secretary general. The document, which the Troika – U.S. official Frank Wisner, EU representative Wolfgang Ischinger and Russia’s Aleksandr Botsan-Kharchenko – have already agreed upon with their respective governments, will be on the UN Security Council agenda on December 19. Wisner: Supervised independence plan to be enforced Wisner: Supervised independence plan to be enforcedThe U.S. representative in the mediating troika, Frank Wisner, said on Dec. 5 that after the failure of the latest Belgrade-Pristine talks, Kosovo should be given supervised independence, according to the Martti Ahtisaari plan. "Having exhausted the negotiating process, the proposal offered by former Finnish president Martti Ahtisaari is on the table and deserves to be implemented," Wisner said, after meeting Bulgarian Foreign Minister Ivaylo Kalfin in Sofia, Bulgarian agency Fokus reported. "We left no stone unturned during those 120 days," Wisner said and added that unfortunately "no common ground was found between Belgrade and Pristina in the talks mediated by the Troika." "What is going to happen in the future exceeds the mandate that I hold as a negotiator," Wisner noted. "My own view is that the authorities in Kosovo are men of judgment, men that recognize that a consensus is necessary for their own future and that they will be deliberate and careful. I am confident that responsibility will be exercised," Wisner stressed. Kalfin said "even after Dec. 10, the international community should cooperate closely with Belgrade and with Pristina in order to find mechanisms to prevent the region from sliding into violence and destructive politics."
