Major development for Serbia: Strategic dialogue with the US begins: new investments, stronger energy security

The strategic dialogue that Serbia is launching today in Washington with the United States is expected to deliver tangible results, including new investments, stronger energy security, and greater understanding of Serbia's position and policies.

Serbian President Aleksandar Vučić said he expects the launch of the strategic dialogue with the United States to improve Washington's understanding of Serbia's position, not only on political issues but also in the energy sector, particularly in light of the announced new tariffs on imports of Russian gas.

Several memorandums are expected to be signed, while discussions will focus on cooperation in the fields of the economy, defence and energy.

Representing the United States at the opening of the strategic dialogue will be Deputy Secretary of State Christopher Landau, while the Serbian delegation will be led by Foreign Minister Marko Djurić. Djurić expressed hope that the dialogue would help Serbia protect the interests of its people in Kosovo and Metohija and Republika Srpska, while also sending a strong signal to American investors to invest in Serbia.

Dejan S. Miletić of the Centre for the Study of Globalisation told Novosti that the launch of the strategic dialogue is of fundamental importance for the success of Serbia's foreign policy, which is based on independent decision-making and the protection of national interests.

State Department: "A new era in relations"

The U.S. State Department welcomed the launch of the Serbia–U.S. strategic dialogue, saying it reflects a new era in bilateral relations and demonstrates both countries' commitment to deepening their partnership.

In its statement, the State Department recalled that U.S. Secretary of State Marco Rubio announced last year that the United States would hold its first strategic dialogue with Serbia.

"This strategic dialogue reflects a new era in relations between the United States and Serbia. It is a sign of both countries' commitment to expanding and deepening our partnership," the statement said.

It added that through the dialogue, the United States and Serbia will work toward shared goals, including regional peace and stability, stronger business and educational ties, and building a more prosperous future, with the first session taking place in Washington.

"These goals can only be achieved if we successfully balance our policy with the world's leading powers, identify their interests and align them with our own. Under President Donald Trump, the United States has made it clear that, regarding the Western Balkans, it has no prejudices and is ready to reset relations," Miletić said.

He argued that the Trump administration, as during Trump's previous term, is focused primarily on economic issues rather than political disputes.

"In the past, Kosovo and Metohija was always the primary issue, and historical disputes were constantly used to hinder closer Serbia-U.S. relations. Now we are launching a strategic dialogue, unlike Pristina, whose dialogue with Washington has been suspended. When it comes to Kosovo, the United States remains a key player for Serbia," he said.

According to Miletić, this new phase in cooperation with Washington represents a major opportunity for Serbia's continued economic development, resolving the issue surrounding NIS, advancing infrastructure projects and strengthening Serbia's position as a country that maintains good relations with the United States.

"The strategic dialogue is a bitter pill for many, not only in the Western Balkans but also in some influential EU member states whose policies differ from Serbia's, particularly Germany. Washington's and Brussels' interests no longer fully coincide, especially regarding the region. At the same time, France has shown considerable understanding for Serbia's position and policies. We have excellent economic cooperation with Germany, but political disagreements remain frequent," he added.

Historian Srdjan Graovac also told Novosti that Serbia has built exceptionally close ties with China in recent years, maintained traditionally good relations with Russia and significantly strengthened cooperation with European countries, particularly France.

"When you look at Serbia's foreign policy, President Vučić's strategic objective has been to build partnerships with all major global powers. The most difficult relationship to develop has been with the United States because of the legacy of the 1990s, Washington's strong support for Albanian, Bosniak and Croatian political interests, and the fact that many U.S. officials built their careers working on Bosnia and Herzegovina or Kosovo and remain closely connected to those lobbying networks," Graovac said.

He added that this is why establishing a strategic partnership with the United States has been particularly challenging, despite its importance given America's global influence.

"Donald Trump's return opened the door to this strategic dialogue because his administration is not as closely tied to the events of the 1990s and does not approach the region with the same preconceptions that portrayed Serbs as the sole villains. That creates more favourable conditions for developing a strategic partnership. This does not mean the United States will abandon its strategic objectives in the Balkans or fundamentally change its policy, but through this dialogue Serbia can strengthen ties with Washington and secure a greater degree of understanding for its own national interests."

Graovac noted that Serbia has experienced the consequences of poor relations with the United States in the past.

"For the United States, that was never a major issue because it is a global superpower. But Serbia paid the price. That is why it is important to improve these relations. Even if we cannot expect unconditional American support on our key national issues, it is important that the United States is not automatically opposed to Serbia's interests, but instead adopts a position that also takes Serbian concerns into account."
