NATO's invitation to Montenegro was "confrontational"

This is happening in view of "the NATO-led policy of 'containment' of Russia, embodied in increasing military presence in Eastern Europe and the Baltic states, and the increasing the number and intensity of exercises near the Russian border."

The remaining channels of political dialogue with NATO and bilateral contacts with the leaders of key member-countries were used this year "to explain the negative effects and potential risks of changes to the existing configuration of power in Europe," the statement said.

In this context, the ministry "underscored the confrontational nature of the alliance's decision to invite Montenegro to start membership negotiations" - something that has led to "further fragmentation of the European security space and to creation of new dividing lines on the continent."
