Interesting that the headline doesn't match the story -- the ICG report said Serbia should get candidate status IF IT MEETS THE CONDITIONS set forth by the EU, which are: a deal on regional representation for Kosovo, cooperation with EULEX (incl. helping take down the barricades), and implementing the deals reached in its dialogue with Kosovo. Big if....

Serbia needs to stay independent of the EU and stop following their dictates which have caused harm to Serbia. Serbia is doing no better than it was under sanctions, and in many respects is doing worse.
Serbia needs to keep working on better relations with non-EU countries.
I read that Azerbaijan just gave Serbia a loan. Azerbaijan is energy-rich. There are many non-EU countries which can help Serbia and they don't condition it to repeatedly back-stab its own people.

The EU has used that approach trying to help Serbia to cope with the loss of Kosovo, but it backfired as it misjudged the Serbian mentality.
Instead of Serbs realizing that they were being given the shortcut in exchange for Kosovo, they assumed it was desperation on the part of the EU because it could not survive without Serbia. Serbs began to think the EU would do anything to get Serbia. Its "wake up and smell the coffee time" for Serbia, no more free rides.

Support the granting of EU candidate status to Serbia in March 2012, provided it has met the conditions...

LOL! Nothing has changed expect the spin. The abuser has come to the realisation that they have been abusing and is attempting to be nice to the abused so long as they can keep abusing.

How about granting candidate status without conditions? That will be seen as good will to those wanting EU membership. The EU is a failed project while the West will continue crumbling.

The International Crisis Group, made up of such luminaries as George Sorros, George Robertson (exNATO), Paddy Ashdown, Maarti Ahtesaari and other paid for fools. They're not worth the paper they are written on.
