Russia to step up military presence on Kurils

Russia will increase its military presence on the South Kuril Islands, President Dmitry Medvedev said on Wednesday, RIA Novosti reported.

The japanese had been offered the two of the islands for practically nothing in the mid-1990s but held out for all four. The irony! Like the USA & Israel (and a few other candidates), the world changes around them and they remain the same until change is forced upon them by circumstances outside of their own control.
