He is just a clerk of an institution that produces only propaganda and nothing else. I am pretty sure his eyes are on his boss' chair although I believe that Ministry will be gone within 5 years.
As per the statement itself, I sense a little bit of jealousy that Serbia did not have a chance to create its usual and awkward noise about who represents KOSOVA. If one really doesn't care about a meeting that took place without his/her participation then it's better to keep the mouth shut, otherwise it only proves the opposite that his/her feelings were hurt because the lack of invitation.

Commenting on a meeting of the presidents of Montenegro and Albania with representatives of the interim Kosovo government set for Friday in Prizren, Ivanović told Tanjug that the meeting would focus more "on internal political issues and on strengthening the position of (Kosovo President) Fatmir Sejdiu with the local public."
