Xhavit Beqiri says that Kosovo will discuss technical issues with Serbia, but only if everyone involved in the talks is on an equal footing. “The Republic of Kosovo institutions have exclusive responsibility for every topic related to Kosovo,” said Beqiri, Kosovo presidential adviser. EU special envoy Peter Feith also stated that he would help in facilitating such talks, adding that communication between countries in the region was one of the values that opened the way for further EU integration. Beqiri said that Kosovo and Serbia had things to discuss, but dialogue could not begin without Pristina’s approval. “The Kosovo institutions are ready to talk with all countries in order to enhance diplomatic and economic relations and cooperation. We can talk to Serbia about economic issues too, freedom of movement for goods and people, but not about any other topics,” he underlined. Dialogue between Pristina and Belgrade is foreseen by the UN six-point plan for the deployment of the EULEX mission to Kosovo. Pristina and Belgrade talked indirectly last year through mediation by Zannier and an envoy of the UN secretary general. This dialogue resulted in the six-point agreement, which Belgrade approved but Pristina rejected. Since then, Kosovo officials have rejected any resumption of talks until it is stated that Kosovo is equal partner in talks.

Priština stated earlier that it had reservations about UNMIK Chief Lamberto Zannier brokering talks between Kosovo and Serbia on technical matters.

Beqiri said that Kosovo and Serbia had things to discuss, but dialogue could not begin without Priština’s approval.

Dialogue between Priština and Belgrade is foreseen by the UN six-point plan for the deployment of the EULEX mission to Kosovo.
