Ceasefire and political agreement reached in Minsk
Vladimir Putin, Petro Poroshenko, Angela Merkel and Francois Hollande have agreed on a ceasefire in eastern Ukraine after marathon negotiations in Minsk.

Ceasefire and political agreement reached in Minsk
As reported by Russian media, the signed agreement includes the withdrawal of heavy weapons, exit of foreign groups, and constitutional reforms in Ukraine to assign special status to the Donetsk and Lugansk regions.Putin, however, said that Kiev refuses to negotiate with the self-proclaimed People's Republics of Donetsk and Lugansk.
The French president said a global agreement on a ceasefire was reached as well as a political agreement on the Ukrainian crisis, and that the rebels agreed to sign it with Kiev.
According to RT in Russian, the agreement repeats some details from last year's ceasefire, including the political reform in Ukraine that would ensure a special status for areas under rebel control.
The Sputnik website said that heavy artillery should be withdraw from the east of Ukraine in the next 14 days, as well as that all foreign armed units, their equipment and mercenaries should leave within this period, something that would be "conducted" by the OSCE.
The document provides for disarmament of "all illegal groups in Ukraine", as well as constitutional reforms in the country by the end of the year.
The Ukrainian parliament should approve legislation that will give Donbass special status within the next 30 days, and there is also the obligation to reestablish the banking system in the east of the country.
Also, Kiev and the rebels must exchange all prisoners within five days after the withdrawal of the troops.
The negotiations in Minsk, Belarus, lasted almost 17 hours.
