A Russian daily claims that President Vladimir Putin last month convinced Ukraine's Viktor Yanukovych to sign an agreement with the opposition.

"Russia to insist on February 21 agreement"

Beside Obama, leaders of Germany, France and Poland also asked Putin to "infuence" the Ukrainian president, according to the article, and in return "promised they would use their influence so that the opposition implements all points of the agreement, including the forming of a national unity government, constitutional reforms, early elections, and surrender of arms."

"Yanukovych met all his obligations, while the opposition met none of theirs. Now the EU and the U.S. are calling on us to 'look to the future' and pretend there was no agreement. But, that will not pass," a Russian diplomatic source was quoted as saying.

As for German Chancellor Angela Merkel's statement that Putin had agreed to an international commission under the OSCE framework, the source said Germany "sees what it wants to see."

"There are fears that they are trying to pull us into all sorts of frameworks in other to legalize the Ukranian government. We are ready to continue dialogue with our western partners, but only if they return to the February 21 agreement, and if all political forces in Ukraine take part in the negotiating process," the daily quoted the official.

The article also noted that while Russia would not insist on the return to office of Yanukovych himself, it will seek ministerial position for officials from his Party of Regions.
