Montenegrin MPs adopted a bill amending the education law according to which schools will teach in the mandatory Montenegrin language as well as in Serbian. The amendments to the law envisage that the teaching be conducted in the Montenegrin language, and given "the same linguistic base", in Serbian as a language in official use as well. Courses in Montenegrin schools "also in Serbian" It is envisaged that, " respecting the rights of minority peoples, courses are also held in the Bosnian, Albanian and Croatian languages, as all are languages in official use". In favor of the amendments were representatives of the Democratic Party of Socialists (DPS) and the Socialist People's Party (SNP), while the Social Democratic Party, a minor member of the ruling coalition, voted against it. Representatives of the New Serb Democracy (NSD or NOVA) and of the Movement for Changes (PZP) were restrained. The opposition had earlier rejected an offer by Prime Minister Luksic to have the subject called “the Montenegrin language / mother's tongue and literature,” while the prime minister rejected an opposition's initiative to name the subject “the Montenegrin, Serbian language / mother's tongue and literature and literature.” The opposition has conditioned its support of the electoral law with equating the Serbian and Montenegrin language in the education system of the country. The adoption of the election law, the first condition set out by Brussels for Montenegro to get a date for negotiations on full EU membership, requires a two-thirds majority in parliament.
