Polish premier questions new EU voting system

Speaking on state Radio 1, Prime Minister Jaroslaw Kaczynski said Poland received assurances at the summit that, once new voting rules took effect—in 2017 at the latest—it would be able to block any EU decision for two years, a tool Warsaw views as key to maintaining its influence over EU decision-making.

Kaczynski acknowledged the deal "wasn't written down" at the Brussels summit, but insisted "it was clear, and everything was verbally" agreed.

However, none of the other 26 countries has backed Poland in its demands for a two-year blocking period, saying instead that their understanding was that decisions could only be blocked for several months under the new deal.

"The most important thing is that our blocking possibility radically increases," Kaczynski said.

He vowed to raise the issue at the upcoming intergovernmental conference in Portugal where leaders plan to hammer out the treaty's final details.

"We are going to talk at the intergovernmental conference because when something is agreed to, then it should be enforced," Kaczynski said. "Poland is going to strive for this."

Portuguese Prime Minister Jose Socrates has said he would push for EU leaders to wrap up a final deal on the new EU treaty in October, and dismissed reports of Polish concerns as "a little misunderstanding."
