At the opening of the summit, held in Belém in northern Brazil, Guterres said that the failure to limit global warming to a 1.5-degree Celsius increase compared to pre-industrial levels constitutes a "moral failure," reports BFM TV.

Regarding 2025 being the second or third hottest year on record, Guterres stated that countries are "better equipped than ever to fight" climate change.

Brazilian President Luiz Inácio Lula da Silva said the "window of opportunity" for action is "closing rapidly" and condemned the "lies" spread by "extremist forces" promoting "environmental degradation."

Representatives from 170 countries responded to the invitation to participate in the COP30 climate summit in the Amazon city, which serves as a prelude to the 30th UN Climate Conference taking place from November 6 to 21; however, the delegation from the United States is not attending.

From Europe, French President Emmanuel Macron, German Chancellor Friedrich Merz, UK Prime Minister Keir Starmer, and Prince William are expected to attend.

Most G20 leaders, including representatives from China and India, will not be present.

The UN announced that negotiators, scientists, and civil society participants at COP30 will discuss priority actions to combat climate change, focusing on efforts needed to limit global temperature rise to 1.5 degrees, presenting new national action plans, and reviewing progress on financial commitments made at the COP29 climate summit held in Azerbaijan.
