The central government in Belgrade has the right to nullify any decisions carried out in its provinces if these are contrary to national interests. Therefore Belgrade has the right to overrule Pristina in such an issue.

Sure, but what matters is what the government in Belgrade has the power to do, not the right. The government in Belgrade has certainly the right to rule that Earth is flat, but it does not have the power to actually make that happen. Similarly, the government in Belgrade has the right to rule whatever it wants in regards to Kosovo, but it is UNMIK that has the power in Kosovo, not the government in Belgrade. Just a reminder that UNSCR 1244 is still on force...
