Rio Paralympics close, Serbia claims nine medals

Well it seems you forget that Russia went along with the sanctions on Serbia/Yugoslavia and prevented it from competing in the regular Olympics at all in 1992. So Russia took an active role against Serbia's athletes. At least Serbia didn't support the sanctions against Russian athletes.
Has Russia ever apologized for helping agree to sanctions on Serbia/Yugoslavia, or for agreeing to the bombing of the Bosnian Serbs, or the ICTY kangaroo court, or for massively selling weapons to the Croats and Bosnian Muslims during the Balkan wars?
Or what about for stiffing all the Serbian construction workers who helped build facilities for Sochi? They were never paid and the Russian government wiped their hands of it by saying the companies which hired the Serbs were illegal - yet Russians still used all the work Serbs did.
