Ah, ok so you are saying that Kosovo would not be better off by going back under Serbia and even Serbs would not return to Kosovo since it is going to be left as backwater by Serbia. That's what I thought - thanks for confirming. I'm also sure that Kosovo appreciates the fact that the CE of B92 forums sj cannot sleep at night out of concerns for the wellbeing of Kosovo and who is going to pay for its army :)

It already exists as FSK (Forca e Sigurisë së Kosovës). They are internationally recognised and already cooperate with different Armies around the World. What I`m talking about is a political process to transform FSK to FAK (Forca e Armatosur së Kosovës) and officially expand their duties from civil protection to protection of the territorial integrity of the Republic of Kosovo. FSK is already reality. FAK is just the next step within the next two years.

How many attack helicopters, tanks, fighter aircraft, long and short range artillery, will this army have and WHO IS PAYING FOR THIS EQUIPMENT???????????? Where is this money coming from?????? Kosovo survives now because Brussels pays and runs the administration, police, judiciary etc.
Kosovo has an official unemployment level of 45%, but in reality its closer to 80% and you’re talking about having an army please stop making me laugh.

Yea this is total BS. Take Djokovic for example. He's your garden variety Albanian, by looking at his features. If he wore an Albanian team T-shirt in that game against Serbia, you wouldnt be able to tell if he was Serbian or Albanian. I swear I've seen his double in the streets of Tirana. Which is true in most cases. This is the Balkans after all, the real melting pot of the world.Then you have exceptions of course. For example there are Serbs who look Asian. Or you have hybrids like Sali Berisha's wife who also looks Asian. Even in this case the exception is really not that big.Djuric can easily pass for an Albanian. Edi Rama can easily pass for a Serb or Monenegrin.

In my honest opinion, it was never a practical option for a number of reasons. Sure, the obvious rationale is to swap a territory that's 90+% Serbian for territory that, at least in Presevo is 90% Albanian. But here's the problem from a Serbian perspective:

1. The minute Belgrade lays claim to just the north, is the minute it gives up on all other parts of Kosovo which contains all the monuments and places that are part of the "cradle of civilization". Northern Kosovo is a sparsely populated decaying industrial region. The cultural heart lies at Gracanica, Pec, Decani, and Prizren - all of which would be effectively lost.

2. Northern Kosovo wouldn't even want it. Knowing politics in Belgrade, the local officials who have obtained considerable power in the vacuum since 1999 would be forced to bend to Belgrade's will. Compare Mitrovica with Vranje or Prokuplje and you'll get an idea of how much power will be denuded.

3. Serbia doesn't want another exodus of 60,000 Serbs from central and southern Kosovo swelling up Mitrovica, Nis, or Belgrade. Plus, many of them really *don't* want to leave.

I've made my peace with Kosovo and I understand the ZSO is the best option out of a series of poor ones. But if there's one thing I've learned about Kosovo over the years is that despite all sort of nationalistic grandstanding, the status quo will remain for each community.

Give me an e-mail address of yours ,and I will show you Jagodina city photos,of their landmarks. Jagodina has a Zoo,an Aqua Park,a Soccer team that even played in the Europa League,and biggest man made(artificial) water falls in the Balkans,etc.
I do live near Jagodina City ,Serbia ,where Greece,Bulgaria, Turkey,Middle East meets West Europe!, You have to travel thru Jagodina.The Romans,Ottomans, Byzantine, Ancient Greek's, 18,19th Century Austrian's-Hungarian's all had to conquer.

What I want to know is, whats your opinion about the landswap? Sure it would be a bold move but I think it would help stability on the long term. Think about it, Northern part of Kosovo is always going to be a problem just as presheva valley. Or do you still think Serbia is really holding onto its position that Kosovo somehow returns to serbia therefore making any territorial talks unnecessary. I mean let nationalists aside, I know most Serbs realize that Kosovo is not going to be part of Serbia anytime soon.

The dismantling of these so-called "parallel institutions" (a euphemism used in Pristina to describe the only institutions in the north) will happen in direct tandem with the formal establishment of ZSO, which will basically absorb them. But if I'm not mistaken, they were already "dismantled" two years ago when the Srpska List sweeped every Serb municipality but Strpce.

As for Serbia "getting" the northern part in some sort of land swap, that's not going to happen. No one wants that.

ZSO will be autonomous. That's plain as day. The only issue is how autonomous at the start and how much more autonomy it will get in subsequent years (see Catalonia and South Tyrol as examples), especially once Kosovo's EU integration begins. All autonomous units work, by definition, within the constitutional framework of the larger entity - in this case Kosovo. But seeing as how Kosovo has always been a "special case", and seeing as how the fate of Kosovo's sovereignty is tied up with these talks, it's highly likely Kosovo Serbs, especially the northern part which has never come under Pristina's control, will be given some sort of powers between the rest of Serbia and the rest of Kosovo.

But as you say, "we'll see". This is what these talks are all about. Each side has their own positions, and each side acquiesces a little for the sake of compromise. One can tell how much one side "gave up" by the level of nationalist protest.

Transparency is also a point all sides want, but just as Pristina doesn't want Belgrade holding the purse strings, Belgrade and ZSO don't want Pristina doing the same. This will be something probably worked out at Brussels and in all likelihood, ZSO will agree to work within Kosovo's framework but have effective control over the resources in its areas of influence.

Financial streams will not be controlled by Pristina. If you read the agreements, you will see that it gives Serbia the ability to finance rural, urban planning, healthcare and everything else a state is supposed to provide. The money wont even be going through Pristina, but directly to the ZSO.

We`ll see. Serbia has already signed the agreement to withdraw the parallel structures in order to integrate northern part better within Kosovo territory and place it under Kosovo jurisdiction. Since ZSO is going to be just like any other municipality within Kosovo Constititution, its budget is overseen by Kosovo Government. I think we`ll get a clearer view on things when either Kosovo Army is formed and/or when the demarcation of the border Kosovo-Serbia is agreed upon. As I see it, the only chance for Serbia to get northern part is, in exchange for Presevo Valley.

From day one its been clear that the csm will have no executive judicial or legislative authority, that its constitution will state explicitly that its part of the sovereign and independent republic of Kosovo, and that all Serb Municipalities will have the same powers as all municipalities in Kosovo with no extra and no autonomy. Autonomy for serbs is completely abolished.

Kosovo's CC effectively ruled that ZSO is within Kosovo's constitutional framework, which of course is obvious since the international community that designed the constitution made it out to be. Whether the changes the court said ZSO needs to have will actually be agreed on in Brussels, let alone introduced by the EU as a taking point, is another issue. Belgrade said it won't negotiate. The international community wants ZSO without question. The CC ruling is, in my opinion, little more than cosmetic.

Presevo is a non-issue. Albanians there have significant rights of assembly, publication, and local economic planning. It's natural for some of use it as a counterpoint to ZSO, but the two cannot be compared; largely because it's Kosovo that's in question. The moment Belgrade orchestrates systemic harassment of Presevo Albanians, steals their property, appropriates their culture, and vandalizes their cultural monuments, we can talk of the two areas with equal parity.

I have been to all three places and it is true. You can see the difference between Albanians and the other peoples of the Balkans. It takes a little while to “acclimatise” but you can see that difference.

The only concession is the ZSO, not Serbia, recognizes your institutions. But here's where it gets sticky-Serbs isolated in the ethnic ghettos below the Ibar already have to deal with Albanian authority. So this is a huge win for them as it gives them autonomy to operate on their own with funds from the Serbian gov't. But Serbs north of the Ibar already don't recognize the institutions in Pristina and wont regardless of the Brussels agreements.

Thaqi or Mustafa are no warcriminals. They are criminal thieves dangerous to their own kind. They pose no danger to serbs since they are only interested in money. Its a big difference. Warcriminals there are plenty in Serbia and in Haag. The world know you for that!

Shqiptars from the last 300 years originally are from ADANA State Turkey. Adana people wear little white caps ,like Shqiptars ,dress similar, with plenty BLOODFUEDS. Their majority names end in letter "i"!

The point is that the first draft (08.2015) gave ZSO executive power. The teargas throwing was the reason for sending it to Kosovo CC which now has concluded that the ZSO can be implemented (agreement 2013) BUT not according to the first draft version (agreement 08.2015). This gives opposition momentum because according to them everything negotiated with Serbia is against CC.

As for its power as NGO, its irrelevant because why shouldnt they have autonomy to a certain point? People in Kosova are not particularly against KSerbs but against Serbia. In my opinion, as long as political and financial streams within ZSO are transparent, monitored and controlled by Kosovo Government, let them be. I dont want to become like Serbia who discriminates and weakens a whole region on purpose just because they`re not serbs (as seen in Presheva Valley). As EU urged today. Serbia has to accept Kosova Constitutional Court decision to adjust many articles concerning its formation. This shouldnt be a problem since Serbia has already signed the first agreement in which it says that every point has to be in accordance with Kosova CC and that every agreement can be send to Kosova CC before the ratification in the parliament.

At the end of the day, whats important is to respect international agreements on both sides. ZSO poses no danger for us. As long as it is within Kosovo CC, it wont have any executive power and can operate just like any other NGO in Kosova.

The point is that the first draft (08.2015) gave ZSO executive power. The teargas throwing was the reason for sending it to Kosovo CC which now has concluded that the ZSO can be implemented (agreement 2013) BUT not according to the first draft version (agreement 08.2015). This gives opposition momentum because according to them everything negotiated with Serbia is against CC.

As for its power as NGO, its irrelevant because why shouldnt they have autonomy to a certain point? People in Kosova are not particularly against KSerbs but against Serbia. In my opinion, as long as political and financial streams within ZSO are transparent, monitored and controlled by Kosovo Government, let them be. I dont want to become like Serbia who discriminates and weakens a whole region on purpose just because they`re not serbs (as seen in Presheva Valley). The stronger every region is, the stronger becomes Kosovo as a country.

This will be something probably worked out at Brussels and in all likelihood, ZSO will agree to work within Kosovo's framework but have effective control over the resources in its areas of influence.

I think we`ll get a clearer view on things when either Kosovo Army is formed and/or when the demarcation of the border Kosovo-Serbia is agreed upon. As I see it, the only chance for Serbia to get northern part is, in exchange for Presevo Valley.

In my honest opinion, it was never a practical option for a number of reasons. Sure, the obvious rationale is to swap a territory that's 90+% Serbian for territory that, at least in Presevo is 90% Albanian. But here's the problem from a Serbian perspective:

1. The minute Belgrade lays claim to just the north, is the minute it gives up on all other parts of Kosovo which contains all the monuments and places that are part of the "cradle of civilization". Northern Kosovo is a sparsely populated decaying industrial region. The cultural heart lies at Gracanica, Pec, Decani, and Prizren - all of which would be effectively lost.

2. Northern Kosovo wouldn't even want it. Knowing politics in Belgrade, the local officials who have obtained considerable power in the vacuum since 1999 would be forced to bend to Belgrade's will. Compare Mitrovica with Vranje or Prokuplje and you'll get an idea of how much power will be denuded.

3. Serbia doesn't want another exodus of 60,000 Serbs from central and southern Kosovo swelling up Mitrovica, Nis, or Belgrade. Plus, many of them really *don't* want to leave.

I've made my peace with Kosovo and I understand the ZSO is the best option out of a series of poor ones. But if there's one thing I've learned about Kosovo over the years is that despite all sort of nationalistic grandstanding, the status quo will remain for each community.

Whether the changes the court said ZSO needs to have will actually be agreed on in Brussels, let alone introduced by the EU as a taking point, is another issue. Belgrade said it won't negotiate. The international community wants ZSO without question. The CC ruling is, in my opinion, little more than cosmetic.

The moment Belgrade orchestrates systemic harassment of Presevo Albanians, steals their property, appropriates their culture, and vandalizes their cultural monuments, we can talk of the two areas with equal parity.

The dismantling of these so-called "parallel institutions" (a euphemism used in Pristina to describe the only institutions in the north) will happen in direct tandem with the formal establishment of ZSO, which will basically absorb them. But if I'm not mistaken, they were already "dismantled" two years ago when the Srpska List sweeped every Serb municipality but Strpce.

As for Serbia "getting" the northern part in some sort of land swap, that's not going to happen. No one wants that.

ZSO will be autonomous. That's plain as day. The only issue is how autonomous at the start and how much more autonomy it will get in subsequent years (see Catalonia and South Tyrol as examples), especially once Kosovo's EU integration begins. All autonomous units work, by definition, within the constitutional framework of the larger entity - in this case Kosovo. But seeing as how Kosovo has always been a "special case", and seeing as how the fate of Kosovo's sovereignty is tied up with these talks, it's highly likely Kosovo Serbs, especially the northern part which has never come under Pristina's control, will be given some sort of powers between the rest of Serbia and the rest of Kosovo.

But as you say, "we'll see". This is what these talks are all about. Each side has their own positions, and each side acquiesces a little for the sake of compromise. One can tell how much one side "gave up" by the level of nationalist protest.

Yea this is total BS. Take Djokovic for example. He's your garden variety Albanian, by looking at his features. If he wore an Albanian team T-shirt in that game against Serbia, you wouldnt be able to tell if he was Serbian or Albanian. I swear I've seen his double in the streets of Tirana. It already exists as FSK (Forca e Sigurisë së Kosovës). They are internationally recognised and already cooperate with different Armies around the World. What I`m talking about is a political process to transform FSK to FAK (Forca e Armatosur së Kosovës) and officially expand their duties from civil protection to protection of the territorial integrity of the Republic of Kosovo. FSK is already reality. FAK is just the next step within the next two years.

From day one its been clear that the csm will have no executive judicial or legislative authority, that its constitution will state explicitly that its part of the sovereign and independent republic of Kosovo, and that all Serb Municipalities will have the same powers as all municipalities in Kosovo with no extra and no autonomy. As EU urged today. Serbia has to accept Kosova Constitutional Court decision to adjust many articles concerning its formation. This shouldnt be a problem since Serbia has already signed the first agreement in which it says that every point has to be in accordance with Kosova CC and that every agreement can be send to Kosova CC before the ratification in the parliament.

At the end of the day, whats important is to respect international agreements on both sides. ZSO poses no danger for us. As long as it is within Kosovo CC, it wont have any executive power and can operate just like any other NGO in Kosova.

The proverbial penny has finally dropped with our little Illyrian friends that their leadership is selling them out.

The EU has realized that the only course of action is to quietly hand the land back to Serbia and this is stage 1 where you create Serb entities that will tear apart any notion of Albanian rule after which Brussels will legitimately declare that they are bordering to a failed state and should be returned to Belgrade control.

Transparency is also a point all sides want, but just as Pristina doesn't want Belgrade holding the purse strings, Belgrade and ZSO don't want Pristina doing the same. This will be something probably worked out at Brussels and in all likelihood, ZSO will agree to work within Kosovo's framework but have effective control over the resources in its areas of influence.

Financial streams will not be controlled by Pristina. If you read the agreements, you will see that it gives Serbia the ability to finance rural, urban planning, healthcare and everything else a state is supposed to provide. The money wont even be going through Pristina, but directly to the ZSO.

We`ll see. Serbia has already signed the agreement to withdraw the parallel structures in order to integrate northern part better within Kosovo territory and place it under Kosovo jurisdiction. Since ZSO is going to be just like any other municipality within Kosovo Constititution, its budget is overseen by Kosovo Government. I think we`ll get a clearer view on things when either Kosovo Army is formed and/or when the demarcation of the border Kosovo-Serbia is agreed upon. As I see it, the only chance for Serbia to get northern part is, in exchange for Presevo Valley.

The point is that the first draft (08.2015) gave ZSO executive power. The teargas throwing was the reason for sending it to Kosovo CC which now has concluded that the ZSO can be implemented (agreement 2013) BUT not according to the first draft version (agreement 08.2015). This gives opposition momentum because according to them everything negotiated with Serbia is against CC.

As for its power as NGO, its irrelevant because why shouldnt they have autonomy to a certain point? People in Kosova are not particularly against KSerbs but against Serbia. In my opinion, as long as political and financial streams within ZSO are transparent, monitored and controlled by Kosovo Government, let them be. I dont want to become like Serbia who discriminates and weakens a whole region on purpose just because they`re not serbs (as seen in Presheva Valley). The stronger every region is, the stronger becomes Kosovo as a country.

Financial streams will not be controlled by Pristina. If you read the agreements, you will see that it gives Serbia the ability to finance rural, urban planning, healthcare and everything else a state is supposed to provide. The money wont even be going through Pristina, but directly to the ZSO.

The only concession is the ZSO, not Serbia, recognizes your institutions. But here's where it gets sticky-Serbs isolated in the ethnic ghettos below the Ibar already have to deal with Albanian authority. So this is a huge win for them as it gives them autonomy to operate on their own with funds from the Serbian gov't. But Serbs north of the Ibar already don't recognize the institutions in Pristina and wont regardless of the Brussels agreements.

Much of your response is taken more on faith than on fact.

Kosovo's CC effectively ruled that ZSO is within Kosovo's constitutional framework, which of course is obvious since the international community that designed the constitution made it out to be. Whether the changes the court said ZSO needs to have will actually be agreed on in Brussels, let alone introduced by the EU as a taking point, is another issue. Belgrade said it won't negotiate. The international community wants ZSO without question. The CC ruling is, in my opinion, little more than cosmetic.

Transparency is also a point all sides want, but just as Pristina doesn't want Belgrade holding the purse strings, Belgrade and ZSO don't want Pristina doing the same. This will be something probably worked out at Brussels and in all likelihood, ZSO will agree to work within Kosovo's framework but have effective control over the resources in its areas of influence.

Presevo is a non-issue. Albanians there have significant rights of assembly, publication, and local economic planning. It's natural for some of use it as a counterpoint to ZSO, but the two cannot be compared; largely because it's Kosovo that's in question. The moment Belgrade orchestrates systemic harassment of Presevo Albanians, steals their property, appropriates their culture, and vandalizes their cultural monuments, we can talk of the two areas with equal parity.

It already exists as FSK (Forca e Sigurisë së Kosovës). They are internationally recognised and already cooperate with different Armies around the World. What I`m talking about is a political process to transform FSK to FAK (Forca e Armatosur së Kosovës) and officially expand their duties from civil protection to protection of the territorial integrity of the Republic of Kosovo. FSK is already reality. FAK is just the next step within the next two years.

Yea this is total BS. Take Djokovic for example. He's your garden variety Albanian, by looking at his features. If he wore an Albanian team T-shirt in that game against Serbia, you wouldnt be able to tell if he was Serbian or Albanian. I swear I've seen his double in the streets of Tirana. Which is true in most cases. This is the Balkans after all, the real melting pot of the world.Then you have exceptions of course. For example there are Serbs who look Asian. Or you have hybrids like Sali Berisha's wife who also looks Asian. Even in this case the exception is really not that big.Djuric can easily pass for an Albanian. Edi Rama can easily pass for a Serb or Monenegrin.

How many attack helicopters, tanks, fighter aircraft, long and short range artillery, will this army have and WHO IS PAYING FOR THIS EQUIPMENT???????????? Where is this money coming from?????? Kosovo survives now because Brussels pays and runs the administration, police, judiciary etc.
Kosovo has an official unemployment level of 45%, but in reality its closer to 80% and you’re talking about having an army please stop making me laugh.

The dismantling of these so-called "parallel institutions" (a euphemism used in Pristina to describe the only institutions in the north) will happen in direct tandem with the formal establishment of ZSO, which will basically absorb them. But if I'm not mistaken, they were already "dismantled" two years ago when the Srpska List sweeped every Serb municipality but Strpce.

As for Serbia "getting" the northern part in some sort of land swap, that's not going to happen. No one wants that.

ZSO will be autonomous. That's plain as day. The only issue is how autonomous at the start and how much more autonomy it will get in subsequent years (see Catalonia and South Tyrol as examples), especially once Kosovo's EU integration begins. All autonomous units work, by definition, within the constitutional framework of the larger entity - in this case Kosovo. But seeing as how Kosovo has always been a "special case", and seeing as how the fate of Kosovo's sovereignty is tied up with these talks, it's highly likely Kosovo Serbs, especially the northern part which has never come under Pristina's control, will be given some sort of powers between the rest of Serbia and the rest of Kosovo.

But as you say, "we'll see". This is what these talks are all about. Each side has their own positions, and each side acquiesces a little for the sake of compromise. One can tell how much one side "gave up" by the level of nationalist protest.

What I want to know is, whats your opinion about the landswap? Sure it would be a bold move but I think it would help stability on the long term. Think about it, Northern part of Kosovo is always going to be a problem just as presheva valley. Or do you still think Serbia is really holding onto its position that Kosovo somehow returns to serbia therefore making any territorial talks unnecessary. I mean let nationalists aside, I know most Serbs realize that Kosovo is not going to be part of Serbia anytime soon.

In my honest opinion, it was never a practical option for a number of reasons. Sure, the obvious rationale is to swap a territory that's 90+% Serbian for territory that, at least in Presevo is 90% Albanian. But here's the problem from a Serbian perspective:

1. The minute Belgrade lays claim to just the north, is the minute it gives up on all other parts of Kosovo which contains all the monuments and places that are part of the "cradle of civilization". Northern Kosovo is a sparsely populated decaying industrial region. The cultural heart lies at Gracanica, Pec, Decani, and Prizren - all of which would be effectively lost.

2. Northern Kosovo wouldn't even want it. Knowing politics in Belgrade, the local officials who have obtained considerable power in the vacuum since 1999 would be forced to bend to Belgrade's will. Compare Mitrovica with Vranje or Prokuplje and you'll get an idea of how much power will be denuded.

3. Serbia doesn't want another exodus of 60,000 Serbs from central and southern Kosovo swelling up Mitrovica, Nis, or Belgrade. Plus, many of them really *don't* want to leave.

I've made my peace with Kosovo and I understand the ZSO is the best option out of a series of poor ones. But if there's one thing I've learned about Kosovo over the years is that despite all sort of nationalistic grandstanding, the status quo will remain for each community.
