RS is what ensured that 1.5 million Serbs west of the Drina river could survive in their homes without being ethnically cleansed like Serbs in Krajina. Who is RS "dangerous" for today? There are more Muslims in RS than Serbs in the Muslim-Croat Federation.

Basically what you're saying is Serbian existence is what you perceive as dangerous. But don't worry, the ZSO will not be another RS, because Bosnia-Herzegovina is a country and Kosovo-Metohija is not.

So you will have to come to terms with the fact that you are allowed to operate outside of Serbia's jurisdiction, but you are not a country. More than autonomy, less than independence.

Even if the ZSO is approved, boy will there be some angry KLA offcials which will cause a whole lot of trouble as we have seen in the kosovo parliament and the recent attacks on kosovo Serbs...

What this "constitutional court" should be focusing on instead of the ZSO is the unlawful occupation of Serb lands in kosovo by albanians and by western powers, this is a much bigger problem which must be addressed, Serbs must be allowed back to their homes in kosovo and KFOR must leave kosovo and return the land to be administed by beograde with an agreed autonomous government for the kosovo albanians... KFOR, KLA UCK must leave kosovo...

Well that was a wasted month to decide on what the international community already decided on and what Kosovo's leaders in Brussels agreed to. Glad to know thaw law and jurisprudence is working so well in Europe's Youngest Democracy.

Well, parts of the agreements are unconventional, and yes indeed they are. I am all for minority rights ad it relates to Serbians in Kosova. The initial agreement is a recipe for disaster, another RS in Balkans is too dangerous for everyone. This initial agreement will be filtered, and reduced to minority rights in accordance to international minority rights. No special treatment for Serbians in Kosova, that's unfair to other minorities in Kosova.
The fact that wester officials see it as a threat to the srability of Kosova, definitely reassures that the agreement will be edited to a lesser extent.

The one who should they did in 1999 - with never return: don't worry constitutional court will bear that. It's interesting the Serbs awaits inpatient of the court ruling - remember the courts belong to Republic of Kosovo.?

t, in fact, gives another validation to the agreement, coming from the constitutional court, something that Thaci and the ruling parties will for sure use in their confrontation with the opposition. The only "noise" we've been hearing has been coming from Self-Determination and Haradinaj's instant oatmeal AAK party for cheap publicity in the form of protests, tear gas, and all sorts of demonstrations by local "historians" claiming Serbian heritage is actually Albanian. The court ruling is, as I said below, a waste of time because it was already agreed to at Brussels. This was little more than a redundant process to give the impression law and order in Kosovo is somehow ultimately determined by Albanians acting as free-thinking agents. It was rather cute for the court to suddenly give the impression the agreement was suspended and I suspect this was done on orders of local officials as a knee-jerk reaction against losing the UNESCO bid.

ZSO is simply not enough, Serbs in Kosovo and Metohija should have autonomy as autonomy of Kosovo and Metohija in 1974. No less than that is acceptable! Serbs have suffered and still do from Albanian ruling class in south Serb province. Only in that way Serbs will be able to survive. Albanians shouldn't be hypocrits because they had autonomy within Serbia so they should be on the side of Serbs in that. Serbs demands are legal.

Maybe they are not aware what the word Constitution means for a country, they have been changing it and breaking it like a cheap toy.

The good thing for RKS is that ZSO is only a fraction of Kosovo (unlike RS in BiH), they dont have any political power and will never raise to an importance were they would be able to sabotage the country. Besides the juridical aspect of making a construct like RS impossible is the change of FSK (Kosvo security Force) into FAK (Kosovo Army) to assure the territorial integrity. KSerb have to get used to the fact that they are not the master race in Kosovo anymore and that the Milosevic aphartheid is over. Integration goes both ways and I think its about time KSerbs start to show some efforts for integration otherwise they are going to have a bad time living in Kosovo. No law in the world can protect you from society.

I have lived abroad,I am a Civil Engineer, not a English teacher,and I have properties/ units abroad .I didn't fail,just got sick of the "chasing the buck/cash", and lost a very close friend that in fact was Albanian/Macedonia to a heart attack.
I tell stupid people in the Balkans, that it's not about the buck's,it's about the lifestyle ,particularly in the Balkans.

Apparently most that have commented here have not read, or have no idea what the Constitutional Court has ruled re. this association. Two things are quite apparent: It wont have a mono-ethnic character, and it won't have executive powers above what the Constitution allows for municipal bodies. So those of you that were hoping for another RS have been sorely disappointed.

"As it is evident from the above, ethnicity is not and cannot serve as a "common interest" for inter-municipal and cross-border cooperation between municipalities. Why should the Serbs go to all this trouble to give autonomy to the kosovo albanians when they will not return the favour to the Serbs... one newspaper tells us that the ZSO will be approved and another says it won't. Personally I think the way that some kosovo albanians have been acting recently indicates that the ZSO will be denied to the Serbs...

Even if the ZSO is approved, boy will there be some angry KLA offcials which will cause a whole lot of trouble as we have seen in the kosovo parliament and the recent attacks on kosovo Serbs...

What this "constitutional court" should be focusing on instead of the ZSO is the unlawful occupation of Serb lands in kosovo by albanians and by western powers, this is a much bigger problem which must be addressed, Serbs must be allowed back to their homes in kosovo and KFOR must leave kosovo and return the land to be administed by beograde with an agreed autonomous government for the kosovo albanians... KFOR, KLA UCK must leave kosovo...

We are ok only if it's within the constitutional lines - otherwise rejected..
The constitution itself is generous enough in favour of Te minority's.

The good thing for RKS is that ZSO is only a fraction of Kosovo (unlike RS in BiH), they dont have any political power and will never raise to an importance were they would be able to sabotage the country. Besides the juridical aspect of making a construct like RS impossible is the change of FSK (Kosvo security Force) into FAK (Kosovo Army) to assure the territorial integrity. KSerb have to get used to the fact that they are not the master race in Kosovo anymore and that the Milosevic aphartheid is over. Integration goes both ways and I think its about time KSerbs start to show some efforts for integration otherwise they are going to have a bad time living in Kosovo. No law in the world can protect you from society.

ZSO is simply not enough, Serbs in Kosovo and Metohija should have autonomy as autonomy of Kosovo and Metohija in 1974. No less than that is acceptable! Serbs have suffered and still do from Albanian ruling class in south Serb province. Only in that way Serbs will be able to survive. Albanians shouldn't be hypocrits because they had autonomy within Serbia so they should be on the side of Serbs in that. Serbs demands are legal.

As usual, you speak just to make some noise. The passing through the constitutional court was indeed written and predicted in the agreement signed in Brussels. It, in fact, gives another validation to the agreement, coming from the constitutional court, something that Thaci and the ruling parties will for sure use in their confrontation with the opposition. Since it was predicted and well known that this would happen, the noise that was produced by the Serbian politicians about this step is really absurd. The only "noise" we've been hearing has been coming from Self-Determination and Haradinaj's instant oatmeal AAK party for cheap publicity in the form of protests, tear gas, and all sorts of demonstrations by local "historians" claiming Serbian heritage is actually Albanian. The court ruling is, as I said below, a waste of time because it was already agreed to at Brussels. This was little more than a redundant process to give the impression law and order in Kosovo is somehow ultimately determined by Albanians acting as free-thinking agents. It was rather cute for the court to suddenly give the impression the agreement was suspended and I suspect this was done on orders of local officials as a knee-jerk reaction against losing the UNESCO bid.

But aren't you cute for trying to sound smart by blaming this, once again, on someone else.

I have lived abroad,I am a Civil Engineer, not a English teacher,and I have properties/ units abroad .I didn't fail,just got sick of the "chasing the buck/cash", and lost a very close friend that in fact was Albanian/Macedonia to a heart attack.
I tell stupid people in the Balkans, that it's not about the buck's,it's about the lifestyle ,particularly in the Balkans.
People in the Balkans ( high percentage ),don't work 2 job ,or stressful jobs,like I did for 30 years in Australia and England, they live it up with 1 job,have roof over it's families head it inherited, and so.

Yes, was it? The it's funny that even EU politicians warned Pristina about the delays and non implementation of the agreements recently. Why should they have done it if it was 'written' like you said in the agreement that this 'constitutional court' has tp decide about it?

Apparently most that have commented here have not read, or have no idea what the Constitutional Court has ruled re. this association. Two things are quite apparent: It wont have a mono-ethnic character, and it won't have executive powers above what the Constitution allows for municipal bodies. So those of you that were hoping for another RS have been sorely disappointed.

"As it is evident from the above, ethnicity is not and cannot serve as a "common interest" for inter-municipal and cross-border cooperation between municipalities. This is due to the fact that "ethnicity" does not fall within the realm of municipal power or function on the basis of which municipalities can seek inter-municipal and crossborder cooperation according to Article 124, paragraph 4, of the Constitution, and Article 10, paragraph 1, of the European Charter of Local Self-Government.
