My experience as traveler.
Never had problems in Ukraina, Serbia.
Once had problem with Albanians in Prizren - but at the end of the day they did mistake me for a German tourist. The mistake was cleared, thing was more-less settled. The issue was overcharging for the food at the bus station (1982).
No problems since.
2006 I had problem with Macedonian border guard. He was thinking I am American. Learning that it's not entirely correct, he lowered the bribe from 50 Euro to 5 Euro. Thanks, Slavic brother, you will be in hell one day.
Once more had problem with Macedonian brother slavic police, on the Albanian border across Tushimist. Seeing American car driving towards AL he wanted guess, what. Seeing Russia as the birth place in the U.S. passport that Slavic brother waived the fee. Hell will be his home. In 1980 I was beaten by Bulgarian railway conductor. He demanded bribe, I did not pay.
A a driver I was stopped few times in Serbia. All the time the police was right. Same about Ukraina and Russia, using U.S. plated car. Always had to pay fine in Serbia but never more than 1000 Dinars. Talking out of ticket success rate in Ukraina was 50%, in Kosovo, Slovakia, Russia 100%. Hungary 60%, US 50%, Romania 100%, Italy 100%.
Given the past experience did not dare ever drive in Bulgaria or TR.
So far OK: Croatia, Slovenia, BiH, AL, Germany, Switzerland, France, CZ, Poland, Belarus, Austria, NL, Greece, random order.
