Actually only Serbian sympathizing "experts" have pointed it out, a problem that Serbs cannot get over.
Then again there is international law (if there really is such a thing) and moral law which there definitely is, and Serbia definitely violated moral law in Kosovo and the international community would have too if it sat idle and allowed Russia to block any action.

Not sure who has said that Serbia is killing civilians, but the UN has determined beyond reasonable doubt that some generals in command of the Serbian army in Kosovo committed war crimes and crimes against humanity in 1999... but those generals are just criminals and they are not equal to Serbia, since the vast majority of Serbs are not criminals.
