Brussels: Agreement reached on telecommunications

Agreement has been reached during the negotiations of the Belgrade and Pristina delegations in Brussels for Serbia to have its own telecoms company in Kosovo.

With regard to local self-government in Kosovo, the Constitution shall inter alia provide that:
8.1 Kosovo shall be composed of municipalities, which shall enjoy a high degree of local
self-government and which encourage and provide for the active participation of all citizens in democratic life.
8.2 Competencies and boundaries of municipalities shall be set by law.
8.3 Municipalities have.the right 'to local mnws of revenue and the receipt of appropriate funding from central authorities.
8.4 Municipalities have the right to inter-municipal and cross-border cooperation in the areas of their own and enhanced competencies

Interesting why is Serbia fighting for what Ahtisaari plan already gives them?

Serbia has agreed to register a company in the "sovereign independent republic of Kosovo". Only step left is for vote on removal of Kosovo from serbias constitution. All companies in Kosovo must be registered as being in the independent republic of Kosovo.

IDK man, if you want to look at these as triumphant victories be my guest. But the Albanians have to negotiate with Serbia every step of the way and that to me doesn't really seem like independence. Separate calling code for Kosovo-Metohija, but Serbs calling from central Serbia aren't paying international rates they would if they called Croatia or Bosnia. Serbia gets its own telecom company in Kosovo-Metohija when it doesn't recognize it as an independent country.

I'm glad you are happy, but all this to me really looks like the recognition of reality that Kosovo-Metohija is not currently a functioning part of Serbia, but it's not a country either. More than autonomy, less than independence.

What happens if the company is sold to someone else?

now lets see what will be agreed on associations.

As an title...? Yes I think it's ok same Vodafone. Austria to apply on Kosovo behalf. I think is positive, we certainly don't want Serbia to apply on our behalf.
Just think Kosovo to have its own international calling code! Does UN1244 allows this? I am asking some of the Serbs. The answer is NO. but who cares - we never cared about that Kosovo is an independent- it actually is and this given big confirmation.

Serbs can have a cheap calls even Albanians if the Serbian owned telecoms gives good competition.
My self I would buy Serbian SIM that is licences in Kosovo if that gives me a cheaper calls. I DONT CARE as long as it's licences. All I care is does it saves me money yes - go for it....
