Something to learn, when cherry picking, you want to get the best fruit, those ripe and juicy. The ones that have dried up have no use and yes you can fill your basket with them but what do you have? Nothing, that matters.
That is what is in your basket!!!

A lot of horse trading still going on, including Bosnia.

So are you saying that Nikolic's next role is of a fat lady, after seeing him in his military fatigues, not a huge leap into the role.
However, Kosovo and Bosnia will have nothing in common. There is international support for an independent Kosovo there is absolutely none for RS, even Russia because they know should they enable a "free RS" it will latch onto them like a leech and they will finally have to use a knife to sever the blood sucker from their body. I do believe there will be an eventual breakup of Bosnia or a civil war, but the thing is there will be zero international support for an independent RS, its only benefactor Serbia will receive increasing pressure for every bit of support. It will be like the titanic going down, everyone that can will rush to the life boats to escape and the ones left will perish in the cold waters.
Eventually, some will wise up and turn on Dodik and he will be tossed out just as Milosevic.

Questions:
At what point in time has Serbia requested to send any personnel back to Kosovo for an agreement?? Answer: Never, so who is to blame?
At the time of the writing who were the displaced citizens of Kosovo?
Answer: Albanians, the Serbs left post 1244 as withdrawal of Serbian military and police units left. I do not think it says anywhere that future persons who choose to leave will be guaranteed returns.
KLA demilitarized? It was demilitarization does not mean that those people do not exist anymore it just means the KLA no longer function as military units.
The one about reaffirming the commitment of the territorial integrity of the FRY has never made sense since the very document itself sets up a process that could allow for total independence of Kosovo.

"Reaffirming the call in previous resolutions for substantial autonomy and meaningful self-administration for Kosovo"
which is followed later by
"a.Promoting the establishment, pending a final settlement, of substantial autonomy and self-government in Kosovo, taking full account of annex 2 and of the Rambouillet accords"
and
"e.Facilitating a political process designed to determine Kosovo's future status, taking into account the Rambouillet accords"

Allow for the return of an agreed number of Yugoslav and Serbian personnel to maintain a presence at Serbian Patrimonial sites and key border crossings;

Reaffirm the commitment of UN member states to the sovereignty and territorial integrity of Federal Republic of Yugoslavia and the other States of the region, as set out in the Helsinki Final Act and annex 2 of UNSCR 1244 (an annex that envisions, inter alia, a Kosovo status process);

Require the UN to assure the safe and unimpeded return of all refugees and displaced persons to their homes in Kosovo and to ensure conditions for a peaceful and normal life for all inhabitants of the province;

Require that the KLA and other armed Kosovo Albanian groups be demilitarized;

...The resolution reaffirms calls for "substantial autonomy and meaningful self-administration for Kosovo".

Serbia can't relent on Gazivoda, Trepca, Brezovica, seat at the UN and must insist that the ZSO have its own president, parliament & court. I thought at this meeting it was Gazivoda's turn to be sacrificed. But it wasn't. They just agreed on some car insurance regime. I've been critical of the govts policy in the past but if they continue maintaining these positions going forward then I am supportive.

Unfortunately, serbia is lost at this point in time. They are torn apart between West, and Russia. They are trying to figure it out who do we choose? Russia a long time ally that has the capability to support us in any way we need her, or the west the so called "friends of serbia". We know this is not about Kosovo, serbia knows Kosovo is long gone, and nothing can come out of a poor, western aid relying country, and would sink serbia in further. In addition, serbia would be required to do far more politically for Kosovo if serbia was to join EU with Kosovo by her side. This is about Serbia trying to make a silent breakaway, and try to do it without notice and honor.

just a note

pre 8 godina

How much more humiliating could Serbia be with UNSC 1244 in effect and continues in effect. You had the highest authority on the planet that says you have to remove all your forces, and cannot return and then puts an international security force there whose primary responsibility was to make sure you don't cross the line. But with the resolution they did not take the land away but enabled a process to strip Serbia of claiming the land too.
With more than half the countries in the world and more and more organizations officially saying that Kosovo is an independent and half of the remaining unofficially saying it. But Serbia walks around in front of them saying Kosovo is Serbia.
I don't know of much that can be done at this point to humiliate Serbia than it is already doing to itself.
