Signing an ipap which Serbia is done is not neutral. It's about wanting to join NATO. It's not neutral to allow NATO troops everywhere in Serbia.

One can enter EU only on the knees and with a bare ass. So if “Serbia will take that same chair in the EU" it won’t be Serbia we knew but a crowd of demonized and demoralized people. Besides EU membership has little to do with neutrality as it’s the economic department of NATO. Balkan problems can be solved only as a package after Russia and NATO stop comparing their dicks but it will take time.
