I see you have had some experience in this, but most people do not believe it. It is refreshing to see someone that knows how it works and your comment is 100% on the mark. After paying for experts and consultancies, there is very little left for the average person or even the project some times.

@"skepticism"

I've been an international expert in several EU IPA projects in Serbia and other countries and worked with many other "experts". So I'm basing my statement on fact.

Your tone gives me the impression that you've also got an interest in EU projects (maybe as an "expert" or staff member of the EC in Belgrade??)

Given that this is yesterday's news-line I doubt that anyone else will read this, so I'll be brief. Naturally, most of the programmes that are funded by the EC are "helping" Serbia to meet the Copenhagen criteria towards the EU. Not all these programs are in the national interest of Serbia.

I've seen many of these "experts" who on paper may have looked qualified but didn't have a bloody clue as to what they were doing and didn't care. They worked the minimum number of hours and went on to the next project. The consultancies always pushed to quickly get projects done as cheaply as possible so that they would reap the profit and move on to the next tender.

@John

Unless you wish to become a member of the parliament, there is no need to be a cheap uneducated populist

The EC pays money to develop frameworks and policies that AFFECT the Serbian people.

To which extend the part of the population that you so nicely name "Serbian people" can participate as experts in projects of such high caliber where EC experience is necessary...well..i leave you to explain since you know so much

Just tell us to vote for you and we might consider it. As long as you stick to things that you know and stop bothering us with inaccuracies.

Over 90% of that money goes to pay the 400-600 euro daily rate of "experts" from the EU, who take that money back home with them. Plus there is the profit taken the consultancies, which is usually 20-40% of the project budget for each budget. Very little manages to trickle down to Serbian citizens at all.
