"Helsinki Act of inviolability of borders in Europe directly contradicts the UN right of the nations for self-determination. So exclusions can be made if the borders are changed under both components being present."

Exactly. And it was done like that in former Soviet Union, in Czechoslovakia. What was said that borders cannot be changed by force, by unilateral moves, and especially not by a state annexing territory of a sovereign neighboring state, like it was done recently.

Helsinki Act of inviolability of borders in Europe directly contradicts the UN right of the nations for self-determination. So exclusions can be made if the borders are changed under both components being present. Yet there can merely be a formula implemented for all the cases. Thus UN ruling functions should be revived. Because borders in Africa , America and Asia were formed under different circumstances while in Europe most territories were parts of different states in different times. So disputes will always bring us to the deadlock and zugzwang situations. Also if we stop to be idealists believing in everything written down on papers we should acknowledge that throughout the history borders were changed either by force or because of good luck.

"... the principle of inviolability of existing borders in Europe ..."

This goes for all European borders...unless, of course...some great power declares case to be "unique" or to make it sound more legal they can say it in Latin - "Sui generis", and by doing so they cancel the principle...
