And why should they do that? The international community isn't pushing for anything like that as they are in Kosovo. Hungarians, Romanians, Slovaks, Rusyns, Bunjevci, and Montenegrins are living just fine in Serbia. Even Albanians are living far better than they are in Kosovo.

The csm is nothing. It's meaningless. According to Brussels it will have no executive judicial or legislative authority. It's a club. An NGO with a permit to function. Lets say the csm has a meeting and says text books will be ordered from Serbia. All of the municipalities than has to pass that locally.
