you need to understand that has little to do with loyalty to a state with no authority in serb areas. it was an internal power struggle made to look like kosovo albanians have any legal means to enforce their will. the is absolutely no way for kosovo albanians to enforce anything in the north. try reading their newspapers. there's not a week that goes by where articles blame thaci for caving in to serbs.
There's no executive legislative or judicial power invovled and Serbs elected have all Sworn oaths to the republic of Kosovo.
