No, the solution should be: Elections, resulting in a government which excludes extremists from both sides and is made of moderate forces from eastern and western part. This government would have support from a broad part of the population and would be legitimate. And then, the power of the state must be restored and all extremist groups must be disarmed in case they don't accept to lay down their weapons themselves. This includes the right-wing fascists in Kiew and the pro-Russian fascists in the eastern parts.
