GIS candidates win in six municipalities

According to preliminary results of the Kosovo Election Commission, of the seven municipalities with Serb majority the Civil Initiative Srpska (GIS) won in six.

Balkan anthropologist does not understand on any level the powers of the Asm! It is a pristina sanctioned NGO. it has no legislative or executive authority on it's own. All laws on every issue are dictated by pristina. There is no place in the Brussels agreement where it says the asm has any powers over anything. The membership of the asm like the members of any NGO can discuss or debate or vote on anything but it Has no legal effect Unless the local governments passes it and it is within pristina law! You can't have conflicting laws from pristine and a local Serb area. Balkan anthropologist just does not understand the asm is not Bosnia 2!!

but K-Serbs could have done this long ago and vote to select its Mayor to run local affairs just like any other K-Albanian majority Municipalities.But, the buck stops in Prishtina and not Belgrade.

Yes and no. The Ahtisaari Plan envisioned broad autonomy for the K-Serbs but under some authority from Pristina. The new arrangements made this past April agreed for the formation of some legislative body in Kosovo that runs separate from Pristina. Barricades, boycotts, and other forms of resistance paid off. The buck starts and stops with ZSO. Pristina can observe but it can't interfere. And with continued links to Belgrade, ZSO keeps its strong ties to Serbia.

Elections are important and they must be free and without any sort of interference.Needs for elections should be determined by the population of the region in most cases.What is West doing to Serbs of Kosovo is trying to separate them from the mother country Serbia so they can be minority in the new sovereign country they try to create-Albanians Kosovo.Who the Kosovo Albanians are anyway?Through-out their history they were nothing more then bandits and terrorists.They never demonstrated any kind of ability and civility needed for self governance.As for Serbia only sensible path is to keep Kosovo with-in Serbia as autonomous region so to deny Kosovo Albanians to have any kind of authority over Serbian population and Serbian Churches and Monasteries.Gentlemen,just remember,not so long ago those Albanians with the approval of their puppet government set-up by NATO occupying forces killed ,burnt,rob and pillage Serbian population,Churches and Monasteries.

Because Serbia so desperately wants to be in the eu it agreed that all Serbian autonomy in Kosovo would be abolished and all areas Of Serb life and Kosovo will be totally controlled by pristina law passed by Albanians. Serbs have no Rights to chose police chiefs- that belongs to pristina. All education and healthcare law are decided in pristina and Judges and lawyers must enforce pristina Albanian law in Serb areas. Serbs have been eliminated from all decision making and have no autonomy. The Serbs job is to enforce Albanian law.

What Pantić is saying is that he foresees the Serbs in Kosovo withdrawing even more from their surroundings and pretending to be an integral part of Serbia. This is hardly tenable in the long run, though. What kind of future are you offering ambitious young KSerbs when you provide them an education that prepares them for work anywhere except at home in Kosovo, where the population of a medium-size city is scattered over a number of villages? Four years of college to be followed by lifetime employment in a hamlet of senior citizens? So - off they'll go to Serbia, or Germany, anywhere but Kosovo, leaving their parents and grandparents behind to tend the flame of Serbian patriotism.

Meanwhile, the Serbian government will continue, it promises, to fund infrastructure projects. These will remain in place after the present generation has departed the scene, to be enjoyed by whoever follows them. Meanwhile, Prishtina can build highways and raise its teachers salaries more easily if it isn't paying for schools and local roads in Serbian settlements.

Integration into Kosovo would offer the hope that more young Serbs would see a future at home, where "home" would be a Kosovo itself integrated into the region. But Mr. Pantić is still in election mode, talking about resistance and defiance. Let's see how he governs.

This is another proof that serbia pursues still an hegemonic policy. The establishment of GIS will reinforce the ethnic partition in Kosovo so because of the serb policiy it will be impossible to create a multiethnic society.

I have no doubts that Serbia will never, ever take Kosova again, but K-Serbs could have done this long ago and vote to select its Mayor to run local affairs just like any other K-Albanian majority Municipalities.But, the buck stops in Prishtina and not Belgrade.

You're absolutely right. But it also confirms that under international pressure, Kosovo is so pro-Serb it basically allowed its most privileged minority to effectively vote itself back into Serbia and legitimize those "parallel institutions". Don't get me wrong; this isn't Serbia taking over Kosovo. Rather, its a long overdue affirmation that Serb municipalities finally get their own functional autonomy that allows them to keep manipulations of Pristina and Belgrade at bay.

Dont say hop until you jump. This guy will work under constitution of Kosovo government so it does not matter where he comes from. I hope you are not missing this important point.
