"The Hague found it was not proven beyond reasonable doubt that Stanišić or Simatović were responsible for directing, organizing, equipping, training, arming and financing units of the Serbian State Security Service which murdered, persecuted, deported and forcibly transferred non-Serb civilians from Bosnia and Herzegovina and Croatia between 1991 and 1995."

To sum up: There have 1000s of cases of crimes committed, but no one is responsible. Just like in case of the two Croatian generals, who were high ranking generals, but not responsible for the crimes committed by their troops. Or like Limaj and his mates, who were commanders of the KLA 'freedom fighters', but of course didn't know anything about the KLA prison camps where 100s of Serbs and 'collaborators' were murdered or tortured.
