Thanks for the link in which it describes the reputation and then says reputations are hard to change but Albania was a relatively safe place to travel. Then you can punch in Serbia and find out that only a fool would go there. a list of the do nots:
1. Do not try to maneuver through Serbia by driving, the roads are in bad repair, and then the police routinely stop drivers for "speeding" even if not and demand money, foreign registered cars are a bigger target and will pay more money.
2. Do not travel by taxi, period, they will routinely overcharge huge for fares and are protected by the police.
3. Buses are safe but then you will be expected to pay bribes and then sign a paper that you did not give one.
4. There are frequent toll booths on the road ways that can be from 20-200 euros????? And I went through a toll road here in America the other day and thought $2 was outrageous.
So I guess you make the choice do I want to watch for pick pockets in Albania or everyone else in Serbia? so their statement that it is relatively safe to travel to Serbia actually translates into as long as you have plenty of money and part with it easily.
