The US recognises North Korea.
South Korea doesn't recognise North Korea for the same reason why North Korea doesn't recognise South Korea.
They both claim to be the sole legitimate Korea.
North Korea exists thanks to Stalin. It is one of his mistakes aka creations. Even China doesn't like North Korea much any more, they find the North annoying; this is why China and South Korea are rather close politically and economically. China rather liked the North at first as it is fun to have a dog on a lead barking at children, but it gets annoying after a while. North Korea will soon stop this hard man talk once China threatens it economically. North Korea is 100% dependent on China.
