Finally!!!! Wow, there are still surprises in this world, and I must say, I never expecrted a comment like that from Dacic. This needs to be put into action now, and the Kosovo officials need to support this as well. This is the time to extend hands across borders, that both sides start what is desperatly needed - a real peace process, and it is in in both countries intrest.. Thaci should pick up on this now and reach out to the serbs in the north and tell them that they can be a part of the Kosovo society, show that a common future is possible, if they accept Kosovo as their home country. I know it will be a long healing processon on both sides, but this is a signal from Serbia which gives hope to the entire region. There still are major differences, but this definitly could be a day to go down in history as the day where true reconciliation started.

No one would dare saying that Kosovo was not Serbian starting from 1945, when communists came to the power and when Tito imported 120 000 Albanian families into the province. The constitution in 1974 defined Kosovo as an "autonomous province" and all Serbs applauded Tito for his contribution to "brotherhood and unity". When someone tells the truth, then it suddenly becomes the fault of aggression, Vatican and the rotten West.

When the Turks occupied Kosovo there was no Serbian army there.

I'll put my money on explanation that this is start for project to politically accept (with or without recognition) state of Kosovo, without it's northern Serbian part. That's the compromise plan that the EU will one day accept and ask rest of Kosovo to accept it, too. Not an easy road of course. Whatever the outcome, I must say that Dacic did show courage talking his talk. He for sure isn't alone behind the view. He must have decided about this together with Nikolić and Dačić.

I sincerely see that Serbia only gains from this. First of all, Serbia gets rid of huge daily political problem on its neck. Then Serbia gets rid of huge economical and demographic problems. It doesn't have to take care of large and problematic Albanian problem. Huge amounts of financial resources can be used elsewhere. Whatever difficulties Kosovo will in future have, they are Kosovo's problems, not Serbia's. It's clear that the EU will one day ask Serbia to assist in taking care of Kosovo issues. Serbia can do that, if only it wants and benefits from it.

In each way Serbia is better off without the large Albanian citizenry. Or is there someone to disagree?

First, constant calls of Kosovo being a part of Serbia have been widely dismissed by Belgrade elites for years, which is why so many of them have been pushing either for partition or cantonization. Second, while it can be a "lie" that Kosovo is Serbia, it's an equal lie that Kosovo is sovereign, free, and independent. Just as the Serbian President can't visit Pristina, the Kosovo President, Prime Minister, Interior Minister, and Propaganda Minister can't visit Kosovska Mitrovica. So Kosovo is neither part of Serbia nor is it a sovereign state, which is why these talks are happening. The EU is pressuring both sides to stop kidding themselves over what they think is reality and face the hard facts. In exchange for Serbia's withdrawal of any diplomatic obstacles for it to eventually join key international organizations, which is really wants, it's going to have to give Serbia the concessions it wants in enhanced municipal powers. Dacic's statement is in line with pleasing officials in Brussels that Serbia is being cooperative who will in turn reward him with an EU membership date and with renewed support for getting concessions from Pristina, which seems to only have Washington left as a clear ally, and where Thaci is increasingly threatened by Haradinaj overthrowing his government.

Personally, it's about time someone was honest over Kosovo. I only wish the same honesty could be found on the Albanian side :)

If you remember correctly, Dacic announced that Nikolic is more of a Europhile than the previous government. That is because Nikolic negotiated and agreed to this about 2 years ago, which paved the way to lead him into government.

The government was planned to be an SNS/DS coalition but since Dacic agreed to this path also, he was permitted to take care of it, as he is now. So his over ambition will make him go down in history as the person who sold Kosovo.

What have I been saying for almost a year now. Kosovo will end up being partitioned either officialy or unoficialy. I always said that Northern Kosovo and the Southern Serbian Enclaves will remain under Serbias control and influence and now look. A Association of Serbian municipalities with their own institutions, police, and representatives effectively drawing a dividing line between an independent kosovo and a kosovo still under Serbian rule. Of course the areas under Serbiam rule will only make up between 15-20% of the territory in Kosovo an the Independent part will be 80-85%. This association of municipalities will effectively be the new province of kosovo even though they will be part of pristinas institutions because the associations relations with belgrade will remain domestic and not interstate. Do not say this association wont happen...it will. The EU has pretty much accepted it and Thaci as well because he is looking for any way that he can to put northern kosovo within pristinas institutions. This plan is a good idea and will bring peace. The serbs have their own institutions and relationa with belgrade wont change because serbia will recognize the institutions as an autonomy within an autonomy. Serbia will also not recognize kosovo as a seperate state. Pristina will be happy because the serbs will be within pristinas institutions even though they will effectively rule themselves and maintain a relationship with belgrade as a province.

It has started already as far as I'm concerned. The NATO death machine will eventually need to be stopped. Instead of one big war, we are seeing one war after another. One invasion after another. One occupation after another and one proxy war after another.

Now that you officially admit and know that Kosovo is not part of Serbia, when are you Serbs going to leave Kosovo? I am happy and glad to see there are Serbs who stand up against the lies and propaganda that Serb nationalists are spreading. I wish peace with Serbia. I could see this coming years ago when I visited Kosovo in 1995. If Serbia had agreed to independence for Kosovo when Rugova was its president, Milosevic would still be alive and probably be thought of as a Serbian hero. Instead, look at the mess that was made of Serbia and the suffering endured by its people. The way I see it is because of all the usless propaganda spewed by the Serb gov't, especially under Milosevic, caused Serbia to paint itself into a corner with no way out. Wow. I never thought I would agree with Dacic but there.....I just did. OMG! This is folks an admission of reality. To the Serb expats living in the West, Kosovo will not return to Belgrade rule again because a) nobody wants another war and b) Russia and China will not start WW3 for that. Its gone, get over it. To the Albanian expats also living in the West, no chance either of a Greater Albania, thats off the table and so is Presevo.

I said it two years ago that a compromise will happen and it surely will. It took great courage of the PM to admit this. The final outcome will be this:

1) North of the Ibar is incorporated back under Belgrade control. The rest of Kosovo will be Daytonised, i.e. divided into cantons with the Serbian areas receiving executive control. In exchange for this Belgrade will recognise Kosovo's independence.

2) Thaci will be bound under both Serbian and international guarantees to behave and not stir up trouble.

3) Pristina gives a firm guarantee that Kosovo will absorbed by Albania. Tirana also gives same guarantee.

4) Belgrade and Pristina come to mutual agreement over protection of holy sites as well as freedom of movement and right of return for refugees should they wish to return to their homes. Both sides must comply, the terms of which to be supervised by the UN.

I think this is the best outcome and solution to all. Belgrade cannot just freeze it because it hinders its economic and political future growth. Both sides I think can agree.

I dont see giving the Serb municipalities would undermine any Kosovo state. You have to compromise to accommodate people who are not of your kind and given the fact that the current administration in Pristina has done a lousy job in protecting minorities, it is only fair and just that reassurances be given. Seeking to dominate another ethnic group and not be willing to compromise or give way on any issue and demand everything in exchange for nothing will only ensure that any settlement will not be reached but that future peace and stability in the region will remain a pipe dream. Serbs offering Albanians a veto where? Presevo? That should not be on the table in any negotiations as it is not in Kosovo.

So it appears the decision has been made. Dacic portraying himself as successor to Djindjic, and the request to Vucic to become a guarantor of the agreements and participate in the negotiations make more sense now.

For those talking about towels, Serbia has not thrown in the towel, just its government is finally talking openly about the reality on the ground. Hopefully this will last, U turns go both ways.

That's the compromise plan that the EU will one day accept and ask rest of Kosovo to accept it, too. Not an easy road of course. Whatever the outcome, I must say that Dacic did show courage talking his talk. He for sure isn't alone behind the view. He must have decided about this together with Nikolić and Dačić.

In fact, it had nothing to do with Dacic, he was the person selected to do it after elections. If you remember correctly, Dacic announced that Nikolic is more of a Europhile than the previous government. That is because Nikolic negotiated and agreed to this about 2 years ago, which paved the way to lead him into government.

The government was planned to be an SNS/DS coalition but since Dacic agreed to this path also, he was permitted to take care of it, as he is now. So his over ambition will make him go down in history as the person who sold Kosovo.

So the end result will be an accepted "Kosova"* with the North pretty much independent but within "Kosova"*. All of the initial rhetoric coming from Nikolic was just a cover. So although we can see Albanians celebrating now, they will have to accept the loss of the north next year, when all will be finalised.

I never thought I would agree with anything he had to say but it turns out Hashim Thaci was right after all when he prophesised, Serbia will recognise Kosova.

What have I been saying for almost a year now. Kosovo will end up being partitioned either officialy or unoficialy. I always said that Northern Kosovo and the Southern Serbian Enclaves will remain under Serbias control and influence and now look. A Association of Serbian municipalities with their own institutions, police, and representatives effectively drawing a dividing line between an independent kosovo and a kosovo still under Serbian rule. Of course the areas under Serbiam rule will only make up between 15-20% of the territory in Kosovo an the Independent part will be 80-85%. This association of municipalities will effectively be the new province of kosovo even though they will be part of pristinas institutions because the associations relations with belgrade will remain domestic and not interstate. Do not say this association wont happen...it will. The EU has pretty much accepted it and Thaci as well because he is looking for any way that he can to put northern kosovo within pristinas institutions. This plan is a good idea and will bring peace. The serbs have their own institutions and relationa with belgrade wont change because serbia will recognize the institutions as an autonomy within an autonomy. Serbia will also not recognize kosovo as a seperate state. Pristina will be happy because the serbs will be within pristinas institutions even though they will effectively rule themselves and maintain a relationship with belgrade as a province.

Thaci should pick up on this now and reach out to the serbs in the north and tell them that they can be a part of the Kosovo society, show that a common future is possible

I sincerely see that Serbia only gains from this. First of all, Serbia gets rid of huge daily political problem on its neck. Then Serbia gets rid of huge economical and demographic problems. It doesn't have to take care of large and problematic Albanian problem. Huge amounts of financial resources can be used elsewhere. Whatever difficulties Kosovo will in future have, they are Kosovo's problems, not Serbia's. It's clear that the EU will one day ask Serbia to assist in taking care of Kosovo issues. Serbia can do that, if only it wants and benefits from it.

In each way Serbia is better off without the large Albanian citizenry. Or is there someone to disagree?

I could see this coming years ago when I visited Kosovo in 1995. If Serbia had agreed to independence for Kosovo when Rugova was its president, Milosevic would still be alive and probably be thought of as a Serbian hero. Instead, look at the mess that was made of Serbia and the suffering endured by its people. The way I see it is because of all the usless propaganda spewed by the Serb gov't, especially under Milosevic, caused Serbia to paint itself into a corner with no way out. Unfortunately, we still have some Ludites on our team such as sj and Ari Gold who continue to fight a losing battle, only to have to swallow the whole bottle of castor oil in the end. All I can say to them is: "bottoms up".

Mark- thanks for confirming my point. Kosovo independence is a recipe for disaster. And btw, Albanians would leave if they could but nobody wants them.

you want WW3 to start. let me tell you, if such a horrible event is to happen, believe me Kosova and Serbia will be even more insignificant than they already are.

It has started already as far as I'm concerned. The NATO death machine will eventually need to be stopped. Instead of one big war, we are seeing one war after another. One invasion after another. One occupation after another and one proxy war after another.

Finally even Ivica Dacic is accepting the truth that people were lied to. I hope that the serb nationalists, especially the ones who live comfortable lives in western countries and write hate comments here, realize that it is time to start to live in the world of reality.

So why is Kosovo still in the constitution? Why dont dacic and nikolic move to remove Kosovo from the constitution. He already called the constitution dead letters so it's not really new this talk.

What a sellout.... Dacic should be removed from office, negotiations should be stopped at all costs and no more talks with the EU. Serbia has been raped by the west for over 20 years and I think it's time that someone with balls finally says enough is enough !

If that statement gets confirmed then Dacic made the first step to accept reality.

The government was planned to be an SNS/DS coalition but since Dacic agreed to this path also, he was permitted to take care of it, as he is now. So his over ambition will make him go down in history as the person who sold Kosovo.

- Only people with low IQ will blame him. In the long run he will come to be considered as the person who cut the noose off.

So the end result will be an accepted "Kosova"* with the North pretty much independent but within "Kosova"*. All of the initial rhetoric coming from Nikolic was just a cover. So although we can see Albanians celebrating now, they will have to accept the loss of the north next year, when all will be finalised.

This is exactly what I was told 2 years ago. Funny how conspiracies come true.

So it appears the decision has been made. Dacic portraying himself as successor to Djindjic, and the request to Vucic to become a guarantor of the agreements and participate in the negotiations make more sense now.

For those talking about towels, Serbia has not thrown in the towel, just its government is finally talking openly about the reality on the ground. Hopefully this will last, U turns go both ways.

Too bad they try to gather support internally by denying that reality and then when the time for real decisions comes they look like they are making U turns. Instead they should try to tell the Serbian people the truth in small doses everyday. But maybe that strategy would not pay for winning elections.

Well done Dacic, if you are not capable of protecting our province then step aside and allow someone who can, like Kostunica.

Lets say noth will be independant in some form to agree in future but inside Kosovo.
After 2 years of quiet there will be slow moving Albanins in that portion of Kosovo and in 10 years demographics will change :) its simple step by step.

The radical Serbian element of the 1990s, went a a maniac type, ethnic cleansing campaign against the majority Albanian population of Kosova, in the 1990s, the Albanians were inhabiting their original ancestral lands, and not somewhere on a different continent! Yes if we are to believe the Serb version of history, we Albanians only came to the Balkans in the last 150 years, and that our real home is planet Neptune? But the civilized world has "thank god" access to factual records, that we Albanians truly are the original inhabitants of this region, and that we are most likely the descendants of the Illyrian race, although " NOT YET" amended into the history books! Well, if somebody else commits a murder, that is not a license for you to murder people... In any case, Kosovo certainly took notice of UNSCR 1244 and declared independence in accordance with it (special thanks to Vuk who fought tooth and nail to have that clarified).
