Serbia could lower interest rates on loans almost to 1% for small to medium sized businesses and reform it's tax & corporate laws for maximum simplicity.
Private sector could bring about better change than just printing money out the wazoo UNLESS you're planning on introducing a secondary currency (not feasible)>

I don’t believe him. The Serbian government has no independent thinkers; it takes its orders from EU bureaucrats who know nothing about economics and banking and who have created havoc in the EU and bankrupted its member states.
Serbia needs its own Industrial Policy and it should use its sovereign Dinars to finance it. The National Bank of Serbia should operate in the same way as the European Central Bank, the American Federal Reserve, the Bank of Japan and the Bank of England – The National Bank of Serbia should create as many Dinars as it needs to ensure full-employment and prosperity for Serbia.
These new Dinars would not cause inflation if the money was used to create new goods and services. The talked about canal linking the Danube with the Greek port of Thessaloniki is a perfect example of what could be done. 50,000 Serbian workers could be employed for the next 20 years building this canal. Another 50,000 could be employed repairing and building new roads and bridges.
The Dinars paid to these workers would circulate in Serbia and generate demand which would create employment for a further 500,000 people.
This is the sort of Industrial Policy that Serbia needs.
