Several people missed the point here. The main lawless region from EU's perspective is the north of Kosovo, which is included in Kosovo when they talk about Kosovo. EULEX has had problems operating there. EULEX has not seen any barricades anywhere else in Kosovo except for the north.

KFOR has had problems there. Where did the German and Austrian soldiers get shot at? Answer: north of Kosovo. Is it really a coincidence that this criticism started from the German guy? Hint: German soldiers get shot at in the north of Kosovo therefore German minister is not happy with EULEX. Another hint: who is the main person from the EU that wants Belgrade to abolish its structures in the north? She is German (also not happy at German soldiers getting shot at), her name starts with Mer and ends with kel.

Only next, come the usual and more systemic problems of corruption and weak rule of law common to all countries in this corner of the world and to Kosovo as well. If they were to set priorities in what to deal with after this criticism, guess what would be first in the list? you guessed right, the north of kosovo. This ties in well with bganon's comment. This is why they want the question of the north solved now more than ever.

Hardly surprising, anybody see why the EU is so determined to push through a solution to Kosovo?

Apart from anything else its about the money - normalisation of relations in Kosovo/Serbia will mean the EU can save millions of euros. Money concerning good governance is another matter. But lets not pretend its just about Kosovo corruption, its been demonstrated numerous times that EU and international officials based in Kosovo have been happy to take from funds, accept bribes or indeed bribe locals where necessary.

If internationals won't adhere to the supposed standards that they advocate then what chance of getting the locals to do so?

And if that did contribute to the financial cesspool that the EU is in today, well, SERVE YOU RIGHT! You're only reaping what you sow in that case!

As soon as Russian/Serbian alliance is deemed powerful enough and well equipped to do so it will present a military force and establish an autonomy for Kosovo that the Albanians will be happy with, but also forcing the evacuation of EULEX and NATO.

Just the latest attempt at dumping and pumping money into Europe's poorest region while seeing little to no results. EULEX is little more than a new version of FADURK.

EU *and* UN must address this. Mind that EULEX can only work in the framework of UNMIK (1244). That's why it is absolutely important that the EU and UN will recognize not a single step which facilitates Kosovo's illegal declaration of independence.

UN and EU must focus on their task: governing the Serbian province of Kosovo.
I wish everyone the best with that task!

Its not news to you albanians because its an embarassment. And how could it not be news? Billions of euoros down the drain while Europe is bleeding. I'm happy Europe invested hard earned money in this failed project. No wonder the west is looking for a way out.

actually Hank, the report did say that progress ha been made, but not enough. its also good to know the EU sends unqualified people to Kosova to help it with judiciary and state building and earn 5000 EURO's per month. this is exaclty the type of people we need (!)

"Many parts of Kosovo are still lawless since EULEX has failed to tackle the crime, especially in the north."

While the north is lawless, in the south, there's the rule of mafia law and clan loyalty, where drug clan leaders determine what's allowed and what's not, with the 'omerta' like rules about 'traitors' who prefer to live under a civic laws.

But nice to see that billions of EU money were wasted in Kosovo, with almost 0 results except for the fact that Kosovo became Europe's most corrupt country, poorest region with highest unemployment rate, and on Top, Europe's main drug hub.
