Russian MFA: Kosovo remains quasi-state

The Russian Ministry of Foreign Affairs says Kosovo remained a quasi-state <a href="http://www.b92.net/eng/news/politics-article.php?yyyy=2012&mm=09&dd=11&nav_id=82177" class="text-link" target= "_blank">even after the decision of the International Steering Group to end its work</a>.

Kosovo's independence is illegal by default? according to who? You? Or is this just another interpretation? And why does Kosovo's independence need legally confirming? Montenegero's wasn't, South Sudan's wasn't. Why does Kosovo's?

My conclusion is that to this day Kosovo's independence hasn't been found to be illegal by any International Court, International Authority or any Internatal Organisation.
Yet people like to clain/ preach that it is. So I ask, illegal according to who?

Russia, Serbia, Belarus say X and UK, US, France say Y. Who is right? And who says they are right? Which Organisation, which Court and which authority?

You say it is illegal by default and that it needs legally confirming aka guilty until proven innocent. Well I think you'll find that Kosovo's independence won't be deemed illegal until some internationally recognised authority declares it as such and that hasn't happened. So you can "claim" that it is illegal all you like, but whether it is or not is another matter.

If Serbia was so confident it was illegal, then she'd take it to court (again); but they've failed already and she knows she'd fail again. So now she's playing the game of calling it illegal and doing nothing about it aka not a legally binding arguement.

To my knowledge that subject has not been put before a court. The legality of Kosovo's independence has, some want to split hairs and try to claim that only the declaration has been declared legal but that is a huge stretch to try and salvage some sense of pride after your FM destroyed it with the wording of the question.
Totally ridiculous comment, again showing desperation in the absence of legitimacy.

I can't believe how dumb some of the Albanians commenting on this list are. The point is that Russia doesn't acknowledge your existence. You are trying to dress up their comment to fit your putrid and childish-illogical conceptions but it won't work. You aren't fooling anyone. You are nothing and will never be anything. Until yesterday Kosova was a province of Serbia and today is quazi-state.

No, I cant name the diplomats. But the reporter Tim Judah of "The Economist" reported it. He is in Kosovo right now, so believe it or dont. I dont care.

Actually I think you'll find that nearly every country says Kosovo is independent, however not every country agrees with Kosovo's independence and some just don't want to be involved in a geopolitical dispute, which is why only 90+ UN states have extended official recognition to Kosovo.


Kosovo administrates and governs itself, far more than most third world countries do. Kosovo institutions are developing and expanding as we speak. Kosovo has the freedom to control, support and influence itself. Kosovo has the ability to help and support others. Kosovo suffices itself. Kosovo is by fact independent.

Any International Court? - The ICJ ruled that the UDI was not illegal which is true. Anybody can declare a UDI but getting legal permission from the metropolitan power (Bilateral agreement) and seeking universal international recognition is another thing. Just ask the Rhodesians, Biafrans from the recent past, Abkhazia, South Ossetia, Nagorno-Karabakh and TRNC in present day.

Who says that it isn't legal? - Belgrade for a start, thats who. Refer to my previous point above. No Belgrade, no show.

Nothing further needs to be said. Nothing about this "independent Kosova" is legal. Yes, the ICG did say the Albanians had the right to "proclaim independence", but act of proclaiming did not make KiM independent. I have the right to claim that I am the King of the Balkans, but I doughy that anyone will after that start bowing to me. The USA, like it has in many parts of the world, through force in trying to mold the world to suit themselves. They may not succeed in KiM.

Obviously because an entity that cannot stand on its own legs and is in constant need of prop-ups and foreign handouts its not a real state. You have less 'recognition's' than Palestine (now news is coming out that several countries were not even aware they had 'recognized' occupation of Serbia), no domestic economy, the corruptions (drugs, organs) ectect. and yet...the handouts you do currently get are expected to dry out even more leaving the possibility of the living standards in Kosovo i Metohija for both Albanians (because they are robbed by their own people) and for Serbs (because Serbs will be victimized as the reason things are so bad) to get considerably worse.

This stillborn entity with illegal foundations, weak institutions, a dependency on foreign handouts and a bleak future is really as quasi-state as you can get. Russia is only stating the obvious.

But isn't it sad that Russia's gov't is more Serbian than Serbia's? I don't care about Nikolic saying he only loves Serbia more than Russia..because that is not saying much since his gov't will be as corrupt in Serbia as the DS-Otporista's (which were a painful chapter in our history) We can theorize why Russia helps Serbia when even our own gov't has surrendered territory but gratitude must definitely be showed. It doesn't hurt that Russia is projected to be the 4th or 5th largest economy by 2020.

From the Kosovan perspective it's quite a thing to hear that Russia now regard Kosova as a 'quasi-state'... a few years back they wouldn't even call it that. Maybe they're beginning to come to their senses at last. Better late than never! Na zdrovye! :-)

You have less 'recognition's' than Palestine (now news is coming out that several countries were not even aware they had 'recognized' occupation of Serbia), no domestic economy, the corruptions (drugs, organs) ectect. and yet...the handouts you do currently get are expected to dry out even more leaving the possibility of the living standards in Kosovo i Metohija for both Albanians (because they are robbed by their own people) and for Serbs (because Serbs will be victimized as the reason things are so bad) to get considerably worse.

This stillborn entity with illegal foundations, weak institutions, a dependency on foreign handouts and a bleak future is really as quasi-state as you can get. Russia is only stating the obvious.

But isn't it sad that Russia's gov't is more Serbian than Serbia's? I don't care about Nikolic saying he only loves Serbia more than Russia..because that is not saying much since his gov't will be as corrupt in Serbia as the DS-Otporista's (which were a painful chapter in our history) We can theorize why Russia helps Serbia when even our own gov't has surrendered territory but gratitude must definitely be showed. It doesn't hurt that Russia is projected to be the 4th or 5th largest economy by 2020.

Sorry, Ian, but KiM is not independent, simple as that. Once KiM has a chair in UNGA, then you may have a point. For now, some countries say KiM is independent, but most say no it's not. Who is correct? Thus, how is KiM a legally independent nation - just because the US and Albanians say so?

Nothing further needs to be said. Nothing about this "independent Kosova" is legal. Yes, the ICG did say the Albanians had the right to "proclaim independence", but act of proclaiming did not make KiM independent. I have the right to claim that I am the King of the Balkans, but I doughy that anyone will after that start bowing to me. The USA, like it has in many parts of the world, through force in trying to mold the world to suit themselves. They may not succeed in KiM.

Actually I think you'll find that nearly every country says Kosovo is independent, however not every country agrees with Kosovo's independence and some just don't want to be involved in a geopolitical dispute, which is why only 90+ UN states have extended official recognition to Kosovo.


Kosovo administrates and governs itself, far more than most third world countries do. Kosovo institutions are developing and expanding as we speak. Kosovo has the freedom to control, support and influence itself. Kosovo has the ability to help and support others. Kosovo suffices itself. Kosovo is by fact independent.

Any International Court? - The ICJ ruled that the UDI was not illegal which is true. Anybody can declare a UDI but getting legal permission from the metropolitan power (Bilateral agreement) and seeking universal international recognition is another thing. Just ask the Rhodesians, Biafrans from the recent past, Abkhazia, South Ossetia, Nagorno-Karabakh and TRNC in present day.

Who says that it isn't legal? - Belgrade for a start, thats who. Refer to my previous point above. No Belgrade, no show.

Kosovo's independence is illegal by default? according to who? You? Or is this just another interpretation? And why does Kosovo's independence need legally confirming? Montenegero's wasn't, South Sudan's wasn't. Why does Kosovo's?

My conclusion is that to this day Kosovo's independence hasn't been found to be illegal by any International Court, International Authority or any Internatal Organisation.
Yet people like to clain/ preach that it is. So I ask, illegal according to who?

Russia, Serbia, Belarus say X and UK, US, France say Y. Who is right? And who says they are right? Which Organisation, which Court and which authority?

You say it is illegal by default and that it needs legally confirming aka guilty until proven innocent. Well I think you'll find that Kosovo's independence won't be deemed illegal until some internationally recognised authority declares it as such and that hasn't happened. So you can "claim" that it is illegal all you like, but whether it is or not is another matter.

If Serbia was so confident it was illegal, then she'd take it to court (again); but they've failed already and she knows she'd fail again. So now she's playing the game of calling it illegal and doing nothing about it aka not a legally binding arguement.

To my knowledge that subject has not been put before a court. The legality of Kosovo's independence has, some want to split hairs and try to claim that only the declaration has been declared legal but that is a huge stretch to try and salvage some sense of pride after your FM destroyed it with the wording of the question.
