Shanty town burns down in Belgrade

A fire that broke out around midnight in a Roma settlement in Belgrade has been put out.

I do research and work with the Roma in Belgrade and that statement is not completely true. There is some level of responsibility that the Roma need to take to improve their condition. However there are tons of discriminatory practices that exclude Roma from Serbian society, just one example, many Roma and their children are unable to register in the civil registries. Without being registered you are unable to send your children to school, become legally employed, receive property documents etc. This adds to vicious cycle of poverty and exclusion, especially when 80% of Roma families with children are already in poverty. Furthermore the social assistance expenditure is extremely low. In 2008 the expenditure for non-contributory social assistance was less than 1% of the GDP!

Not entirely true. The fact that these shanty towns are tolerated reflects on society as a whole.
Aristotle has often been quoted as saying that you can judge a nation by the way it treats its most vulnerable citizens.
Don't say the Roma are not vulnerable.

Although I have nothing against the Roma community and this truly is horrible news, the fact that there are still shanty towns in Serbia is nobody's fault but the Roma themselves. They choose to live this way and they are not prevented from earning money to buy better housing. Fire risks in shanty towns are extremely high.

Is this good news, bad news or both? Actually it is both.
The good news is that this incident actually made it to print and into the spotlight so that we don't forget how the other half live.
The bad news is that Serbia still has shanty towns.
