Mr Dacic if you want to combat crime Albania is not the country who can help. The entire Albanian society is built on crime and horror. It wasn't long ago the albanian government turned on their own people because people wanted free elections. And these are the people Dacic think can help in reducing crime. Its nothing less then propaganda to show that Serbia is "cooperating" and having "good relations" with its neighbors.
The current Serbian government is becoming more and more like their hypocrite partners in the EU.

MikeC, this comment is contradictory on so many levels and I shall at least illuminate 2 of them:

1. You claim that the Albanian society is built on crime and horror yet you do not have the wherewithal to differentiate between state-sponsored terror and inherent terrorism among people, yielding your bigoted views to conclude your extreme prejudice against an entire people.

2. By pointing out the Albanian government's original, although limited, response to riots in the late 90s, you are devaluing the factual, documented, evidenced, and not so long ago deeds of the Serbian governments systematic murder of its own people.

Tens of thousands of serbs live in Albania? Where in what areas? First there are some 9,000 montenegrins in Albania, in north by the Montenegrin border, and maybe same amount of Bosniaks near Durres, and Macedonians near Oher, but tens of thousands of Serbs? Hmmm. Man these guys do live in a pipedream.
If there are so many Serbs as claimed, I wonder why they do not vote to elect a representative of their own in the Albanian parlament, with these numbers they claim they can elect more than one actually. There are minorities in Albania with less then tens of thousands like, Macedonians who don't have the numbers to elect a MP, but who have a political party that can make alliances with others in their area, like they have done indeed, yet Serbs with tens of thousands, have nothing similar, never even tried. Is this the same old song that Greeks used to sing? I remember how Greeks claim numbers of up to 15% greeks living in southern Albania, yet the ethnic minority party in Albania, headed by Greeks, never really got more than 3% of the total vote (south and north), including the minorities in north like Montenegrins. Am I to believe that Greeks and Serbs living in Albania do not want to vote for their political party?

Other than that, I applause this initiative and believe Serbia and Albania have a lot of other areas where they can cooperate.

Good. Serbia and Albania should have good neighbourly relations. Do not let the (foreign imposed) problems in Kosovo come between Serbian and Albanian friendship.
