If you read this report carefully, you can obviously make a conclusion that even UNMIK is not status neutral. It considers the state building process as an achievement rather then destruction, which is against their own resolution 1244. At the same time, the major task of UNMIK, protecting the minorities, looks like secondary task. This guy is a joke!
