By whom is measured? You mean there is somebody who assigns some points to each country, counts the points at the end of the year and these countries will have relevance and weight in 2009 according what they did in 2008? Like Germany being the leader, Lithuania just behind Germany, Spain far behind Lithuania and Greece + Cyprus somewhere near end. Bulgaria finally overtaking Romania. And Hungary - while not among the first - still having a solid lead over Portugal and Spain, save Greece.
