A decision could be reached at the negotiating table as soon as the United States stops promising the Albanians what it can not give them. If the Americans made it clear to the Albanians that the solution has to conform to Resolution 1244 (which isn't going anywhere regardless of what the Albanians do) we would see real negotiations and a settlement very soon.
As it stands now, unless the Russians and the Chinese change their minds (which they show no signs of doing), Serbia still has a UN Security Council resolution stating that Kosovo is its territory.
The Albanians can proclaim their independence today and the Americans along with some European NATO countries can recognize tomorrow, but nothing is going to change. The UN can't recognize an independent Kosovo, Serbia won't recognize it, and most of the countries outside of NATO won't recognize it.
All that will happen is that international travel will be more difficult for people living in Kosovo, and international trade will be made harder for Kosovo.
The Kosovo-Albanians would be well advised to reach a negotiated settlement with Serbia. As long as Serbia does not agree with Kosovo's status, it will be a disputed territory and quite unattractive to foreign investment.
Kosovo's economy will not be able to function until the status issue is solved to everyone's satisfaction -- including Serbia's.
The Albanians should remember that recognition by the American Government does not equal investment from American businesses.
