Dear all. FYI what matters to a potential inward invester is the following (in no particular order).
Political stability. Obviously the status question is a major factor here, but also internal political structures and policy. There has to be some form of long term strategy by the government that encourages investment.
Infrastructure. If I am producing goods, I need to get them out and to market.
Legal redress. If I have a problem, I expect a legal system that is quick and fair. I do not want to wait months (years?) for a decision.
Clear tax policy. I want to know what I have to pay, and have stability for the future. If I am going to invest, I want to make sure I can measure the profit. (Investors are after profit, they are not charities)
An educated workforce. I need to be confident that I can find sufficient quality and quantity of workers.
Ease of bureaucracy. I want it simple and quick. No long queues, no long winded and indeciferable forms, knowledgeable civil servants.
An effective banking system. I want to be able to move money (in whatever amount I want) without having to justify every cent to some clerk.
These are just a few. Kosovo is not alone in seeking FDI (Foreign Direct Investment), you are in competition with all the other Balkan states, as well as China, India, Pakistan, etc. This is no easy ride, and, I am sorry to burst bubble shere, but the day after independence you will not be flooded out with offers of investment. This will be a long slow journey, and NOTHING will happen without a proper framework for investment.
Look to your politicians. Do they REALLY care about the country, or just about the words "Independent Kosovo(a)"
