If population in Serbia proper is close to 8 milion(excluding Kosovo/a), how in the world you have over 6 milion registered voters. I agrre with Steve this figure is not realistic. I have no clue how they came with this number.

I'm quite sure that figure includes the voters in Kosovo, but if that is the case then i seriously doubt its accuracy. For Serbia has no real control on Kosovo, it is physically impossible for the Republic Election Commission to determine an electoral list with exact number of voters. And the UN Mission in Kosovo has no permanent electoral list.

As i see you comments about "dualism". Well i agree to some extent, but it is way more complicated than you make it. Kosovo albanians have boycotted everything since 1990, and have tried to make any suggestions regarding anything fail. So i think its about 6-7 years ago they got excluded.

But it is truly a dilema, give K-albanians right to vote and you are sure that it will fail. As a boycott will be used for sure. The extended Serbian electorate(when including K-albanians) would make it impossible to get a majority in this case. If they would actually vote then the problem wouldnt exist and you would go after the majority of entire Serbia(hence why it will be boycotted for sure by albanians)

Altho not including them is not really democratically condemnable.

If people would actually vote instead of boycotting we would'nt be in this kind of situation in the first place. It will be interesting to see how this unfolds tho.

Good point -however serbia has a way of distorting reality to its own people. In one hand they want to keep kosovo and on the other they wont allow Albanians to vote. However the general population of serbia, in my amazment, are absolutely not fazed by the duality of this situation.
This goes even a step further than this-If you really want to keep kosovo as most of you in this forum wish-how are you going to integrate all the people in there into your society including your government after all that has been done to them?-and please don't dream of deporting the albanians again-give me a concrete answer if you have one?

Does the 6,639,385 figure include Kosovo Albanians? If Kosovo Albanians are included in the roster list, then the referendum on Constitution is going to fail.
Albanian will obviously not bother to vote. To make up for this, 70% of citizen from Serbia proper need to vote- a highly unlikely scenario. The Serbian government is in a precarious position because the absence of Kosovo Albanians will lead to the failure of the referendum. On the other side, if they don’t include K. Albanian in the roster list, it means they don’t treat them as their citizen. This is going to be interesting!
