The White House is working on delivering anti-ship missiles to the Ukrainian army, in order to help them overcome the Russian naval blockade, US officials said.

Croatia has a lot of RBS missiles they can be launched from aircraft, mobile land platforms and ships.
That would put fear in the Russian Navy as they are very effective.
Also they can hit land targets bridges, oil refineries etc.
