The story behind Novak is that he would have supplied all documentation to the two medical boards. After review both boards recommended approval of the entry into Australia. The visa was approved in Canberra.
It was not a matter of just turning up to the airport in Melbourne and then applying for the visa. That’s the impression the Australian press wish to give – Djokovic just turned up.
In fact, there are 15 players/staff that are not vaccinated and it seems some have a much weaker reason for an exemption than Novak. Three players lodged an identical exemption visa and were allowed in.
The authority that revoked Novak’s visa is called Border Force - a combination of Customs and Immigration within the Department of Homeland Security. Border Force does not have the expertise to rule on Novak’s medical condition, but the Federal Health Department does. The visa application would have been viewed by Australian medical authorities.
What has occurred since, you can put it down to politics. The US of Piss and Wind will do anything to "teach" Serbia a lesson for not recognising Kosovo and for not sanctioning Dodik. Boys and girls that how it works.

This is unbelievable - he should be granted entry the same as the other 22 players. This is being expanded out of all proportion because of political reasons, led by that stupid oaf Scott Morrison. Absolutely pathetic.
