To enter in Serbia from Kosovo with Kosovo plates you have to change the plate with a Serbian one on the border ... RIGHT??? (and pay 5 eur).

Your PhD must be from a fake educational institution, in a fake country that more than half the world doesn’t recognize.
Serbia has innumerable options. Let’s start with permanently confiscating KLA terrorist license plates. That the KLA terrorists will be unable to drive to the EU will suit everyone, and most satisfyingly theEU, since they refuse the KLA terrorist scum visa-free access to the EU.
Keeping the KLA scum fenced-in their ghetto is a win for everyone.
