The problem is the EU can't impose penalties simply because as Sergei Lavarov said “it's an incompetent ideological enterprise run by incompetent buffoons” who have painted themselves into a corner.
Belgrade has the Brussels Agreement, chaired and co-signed by the then EU Foreign Minister, Federica Mogherini, and also signed by the Albos, plus it has the Washington Agreement also signed by the Albos.
Even though the EU would love to force Belgrade it can’t because of those documents, plus it’s in fear that Belgrade will turn their backs on the west if it starts anything. The EU does not want to force the Albos because Brussels recognised Kosovo. So around and around it goes. From memory this business of “it must be finalised by the end of this year” started in 2018.
