What I wish to know is why aren’t China and Russia helping Serbia if they are our allies? After all, China was responsible for spreading the Corona virus and Russia claims to have a vaccine for this killer virus.

No China was not responsible for intentionally spreading the virus; that’s US propaganda. The virus developed in Wuhan and even the Chinese did not know what they were dealing with at the time plus as soon as they were aware, they had a COMPLETE shutdown while the US did nothing. WHO warned the world in early January 2020.
Both China and Russia are developing a vaccine and they are in stage 3 trials. The reason they will not give it to anyone now is because they need to make very sure it’s safe and effective first. They don’t want deaths as a result of the vaccine. Sorry but it takes time.
So far the US trials have resulted in 2 deaths and another two died with the Oxford/Astrazeneca trials.
The reason why Belgrade, as well as other European cities in Europe, is suffering is simple. People are failing to follow the rules; they should not have gathering at christening, weddings, clubs, bars or slavas at this time.
One more point, the real name of the 1918 flue should be called the Kanas USA Flue because it originated there at a military training camp and transmitted by their soldiers when they got to Europe.
